Proposal to the City of Redwood City for Peninsula Park Studies <br />January 23, 2007 <br />Page 6 <br />Task 3c Net Fiscal Impact <br />We will compare the expected change in City revenues to the expected change in costs in order to <br />estimate the net fiscal impact on the City's General Fund. We will report the results as agreed at <br />our Task 1 meeting. <br />We will also prepare sensitivity analyses to reflect the possibility that some conditions may not <br />conform to expectations. A key sensitivity test would consider different prices for the housing <br />units that would be located in the project. Such tests could be used, for example, to evaluate the <br />impacts of housing market price cycles independent of the traffic-reducing proposals. <br />We would confer with City staff to determine whether other sensitivity analyses should be under- <br />taken. <br />Task 4 School Needs Assessment <br />To estimate the impact of the proposed project on public school enrollment, Mundie & Associates <br />would: <br />^ Review the studies that have been prepared by the developer and the school district, as well <br />as any other estimates that might be available (e.g., the District may have prepared student <br />yield projections for the district as a whole; also, the EIR may include an estimate of student <br />yield that is different from the developer's or the District's estimate). <br />^ Examine data from the 2000 US Census to estimate the number of school-aged children liv- <br />ing in multi-family housing units in Redwood City and nearby cities. <br />^ Contact nearby school districts to ask about their student yield rate estimates and their <br />experience, if any, with housing units of the types proposed for Peninsula Park. <br />^ Synthesize the collected information to derive an estimate of student yields from the pro- <br />posed project. <br />Task 5 Child Care <br />Task 5a Needs Assessment <br />To estimate the demand of the proposed project for child care services, Mundie & Associates would: <br />^ Review studies that have been prepared for San Mateo County, Redwood City (e.g., as part of <br />the EIR for the Stanford Clinic), and other communities. <br />^ Meet with the City's Child Care Coordinator to discuss the previous studies (and their <br />applicability to this project), the characteristics of the proposed project, and the inventory of <br />existing child care facilities in Redwood City (particularly in the vicinity of the project site). <br />^ Estimate the demand for child care that would be generated by the residential component of <br />the proposed project, based on expected occupancy characteristics (from the developer and <br />the 2000 US Census, for multi-family residential units in Redwood City and nearby cities). <br />
