Appeal of Final Environmental Impact Report for the Downtown Precise Plan <br />Planning Manager Ekas introduced the topic stating that the Downtown Precise Plan <br />(DTPP) public hearing has been postponed and is scheduled to be considered on <br />March 12, 2007. At that time a full history of the Downtown Precise Plan review <br />process and a comprehensive overview of the Plan will occur. Planning Manager Ekas <br />gave an overview stating the purpose, some information about the California <br />Environmental Quality Act (CEQA) and how it relates to the DTPP and the review <br />process, some aspects of the draft DTPP to provide context for the analysis, an <br />analysis pertaining to the appeal, and finally, recommendations and findings. <br />(PowerPoint presentation on file.) <br />Gregory Ryken, representing Mr. and Mrs. Joseph Carcione, stated that the issues <br />come down to two: 1) Whether or not there is actual shadowing that will occur either <br />on his clients' building or along the rest of Brewster Avenue. 2) Whether or not, in <br />Redwood City, shadowing constitutes a significant environmental effect. He then <br />stated four questions associated with this issue. He continued to detail the basis for <br />the appeal. <br />Mayor Pierce opened the public hearing. <br />Public Comment: <br />Peggy Bruggman stated she owns a home on Alden Street in the Mezesville <br />neighborhood, recently designated as an historic district, just north of Brewster <br />Avenue. Her neighborhood would be directly impacted by the appellant's proposal to <br />solving the shadowing problem. She explained the concerns and suggested that the <br />height on the south side of Brewster be limited to three stories and the height on Fuller <br />Street be limited to five stories.
