EXHIBIT A <br />SCOPE OF SERVICES <br />DOWNTOWN PROGRAMMING <br />Bruce Labadie will provide the following professional services to the <br />Redevelopment Agency of the City of Redwood City: <br />Objective: To assist the Redevelopment Agency of the City of Redwood City in <br />establishing a program of events and activities in the Downtown to help support <br />its investment in the Retail/Cinema Project and insure the success of both <br />businesses and other investors. <br />Term: Twelve (12) months from February, 2007 through January, 2008. <br />Services: <br />Phase One: February-April, 2007 <br />A. Interview stakeholders, including: <br />• Downtown Business Group <br />• Property Owners <br />• City Officials <br />• Redevelopment Staff <br />• Parks and Recreation Department <br />• Current Event Producers <br />• Health Department <br />• Fire Department <br />• Police Department <br />• Civic Cultural Commissioners <br />• Parks & Recreation Commissioners <br />B. Outline a program of scheduled events and activities that would <br />also provide for spontaneous activities and support of activities in <br />both indoor and outdoor spaces in the downtown. <br />C. Develop budget(s) required for the support of these activities. <br />D. Identify specific economic benefits and indicators to help <br />evaluate the effectiveness of these activities. <br />E. Advise Agency on long-term procedures for support and regulation <br />of these activities, including signature events that may be <br />proposed and implemented by outside entities, as necessary. <br />
