The <br />factors that necessitate a request for a budget augment include: <br /> <br />1. Additional peer review requested by the City <br /> <br />2. Additional effort to define the project with Granite <br /> <br />3. Accelerated schedule <br /> <br />4. Increased level of effort over that originally proposed and budgeted <br /> <br />The timing and delays in the project also necessitated staffing modifications, which resulted in <br />additional costs. The tasks and their corresponding costs are further described below. <br /> <br />Additional Rounds of Peer Review of the Technical Studies Submitted by the Applicant <br /> <br />The MHA team was contracted to perform up to two rounds of peer review on the air quality, <br />noise, and traffic studies that were submitted by the applicant as part of the application. Additional <br />rounds of review were required by the City. The additional reviews required both MHA and <br />subcontractor time, which increased the cost of the preparation for the IS. The additional rounds <br />of peer review resulted in $5,593.38 in billable charges beyond the budget established in the <br />contract. <br /> <br />Project Description <br /> <br />Additional level of effort was required to obtain project definition information from Graniterock. <br />Additional time was spent by Dain Anderson, Jennifer Cutler, and Jeffrey Smith on this task. MHA <br />also prepared location graphics that were not included in the scope of work. <br /> <br />Modification in Project Staffing <br /> <br />Dain Anderson left MHA in the middle of the preparation of the IS. The City, however, wanted <br />Mr. Anderson to stay on as the Project Manager for the IS, which required MHA to revise the <br />project schedule and staffing. This staffing change had a ripple effect that increased MHA's labor <br />costs on the project. In addition, the project schedule for the completion of the IS was accelerated <br />by the City, which prevented MHA from utilizing junior staff members with lower billing rates to <br />complete the project. Instead, Jeffrey Smith, a Senior Planner at MHA, was brought onto the <br />project in order to complete the IS.
