Make a recommendation to City Council on project si#e rezoning from
General Commercial-Residential Cambining (CG-R) Zoning District to
Planned Community (P} Zoning District and
ii. ondiirionaiiy approve ine projeci Teniative Map and Pianrtd Ctt`rturity
Permit subject to City Council approvaf of project site rezoning to P District.
c) City Council public hearing to rezone project site to P (Planned Community)Districfi.
Aiterna#ively, if the City Councii does not approve the 885 Woodside Road Precise Plan
the next steps would be as follows:
Alternative
1. Do not conditionally approve the Precise Plan as revised and send the Precise Plan
back to the Planning Commission with specific airection for how io revise the ian. in
the event that the Counci! determines to fo1low this alternative, Council couEd consider
one or mre Cf the foll.^.!C?y rCOjeCt raiicirJng(i,erer of!east to most impact on rject
design) with the understanding that the environmentai analysis concluded that the
project, with the recommended mitigation measures, will not create significant
environmental impacts:
A) Amend the Precise Plan to disallow rear yard decks to maximize privacy for
the four properties iocated immediately east of the project site. This
alternative would eliminate private open space amenities for project residents
and is not recommended by staff.
B) Amend the Precise Plan to reduce the project height from#ive to four stories.
This aiternative would reduce the project's size by five to twefve units
depending upon the architectural design solution. If this option is considered,
staff woufd recommend that City Council remove the requiremen# for the
provision of affordable unifis. According fio the developer, the 5t"floor contains
the project's five`hiah-end' units; conseauently, their removal could negatively
impact the project's financial feasibility, architectural quality and the
developer's ability to provide affordable units.
C) Amend the Precise Plan to require project access from Woodside Road (not
I-inraan Agnial, TP"rffi tiy, prepared by Hexaaon Traffic ..E....ngineers
under contract with the City, has determined that the project would not create
significant traffic impacts. This change, therefore, is not recommended by the
City Traffic Engineer or traffc ansultant because access along Woodside
Road woufd conf(ict with pedestrian safety and auta circulation due to the
nearby Woodside Road /Union Street pedestrian crossing and traffic signal;
vehicular flow afong Woodside Road; and ingress/egress movements
associated with proximate Iand uses (i.e. gas station and Montecito
Apartments}. For reasons outiined above, the City Traffic Engineer and the
City's traffic consuftant believe Caltrans (jurisdictional authority for State
Route 84) will not favor this alternative.
9
