As you may be
aware, the Califiornia Departmnt of Toxic Substances Contro( {QTSC) oversess ±he
cleanup of sites where hazardous substances have been reieased pursuant to the
California Health and Safety Cade, Division 20, Chapter 6.8. As a Responsible Agency,
DTSC is submitting camments to ensure that the environmental documentation
prepared for this project to address the Cali#omia Environmental Quality Act (CEQA)
adequately addresses any remediation o#hazardous substance releases that may be
necessary.
Historic uses of the property are not provided so no determinatior can be made
regarding otier potential contaminants of concern. Based on the informatian provic{ec1,
it is unciear whether adequate sampling has been conducted for contaminants other
#han petroleum. Because no other sampling results have been provided, it is also not
appropriate #o make a determinatian regarding the suitabifity of excavated soil for reuse.
In the Hydrology and Water Quality section the report states that if the project was
modifiied to include residential accupation of the sub-grade basement level that a soi!
vapor survey will be conducted. DTSC recommends tha# if a soil vapor survey is
conducted that any impact associated with the survey be addressed in the CEQA
documents.
DTSC can assist yaur agency in overseeing characterization and cleanup activities
through our Voluntary Cleanup Program. A fact shee# describing this program is
enclosed. We are aware tha# projects such as this one ae typically on a campressed
schedule, and in an effort to use the avai(able review time efficiently, we request that
DTSC be included in any meetings where issues relevant to our statutory authority are
discussed.
 Prinled on Recycled Paper
