Using che
City's standard traFfic analysis methodology,.the Impacz Analysis found rhat the proposed Project
would result in 252 new daily trips, with only 19 trips occurring during peak morning craffic periods
and L2 during peak afternoon tratfic periods. Tiie Impact Analysis applied the City's srandard of
s:gnificance forleterminin traffic impacts, w}iicr► reqt.iires a finding of a significant adverse impact
for projects which would resulr in a degradation of the ]evel of service ("I.OS") of an unsignalized
interseetion fron an acceptable LOS D or beter to an unacceptable LOS E or F and/or resulc in
rxaffic volumes snfficient ro require signalization of the intersection. The Impact Analysis
determined thaC, under project coiditions, the Woodside Road/Horgan Avenue intersection would
reiTain at L4S C Ur better and would not require signalization. According to the analysis, the
projea would result in only one more car qiieuing at the inrersection (during peak afternoon traEfic
eriods). Based on traffic counts and the Impaa Analysis, che IS/MND appropriately concluded
that the proposed 1'roJect would not result in a significanc transportation or traffic impact.
Although the ISIMND concludec that Che Project would have a less han significant
t;•ansportacion and traffic impact, to address neighborhood trafic and pedestrian circulation
concems and to Further lessen he aIready less-han-signiFcan impact, rhe City agreed co paint die
cui-b in fronr.oC tae existing nursery school at 20 Horgan Avenue green to create four short-cerin
parking spaces for tlie nursery. Moreover, to minimize tfe possibilicy of cut-throuh raffic at
Newcasrle Drive, che owners of that private street are co:zsidering the installaian of bollards and/or
speed bumps. Finally, the C'try is working wicli the ovner of the car wash ad}acent to the Project co
pc-ovide additional parking oii Woodside Roaci. This will allow more customer and employee
parking on at the car wash anc on Woodside Road, moving ir away from the Project's frontage.
Addicionally, tSze Projecc's proposed on-site parking suply exceeds the Ciry's parking requirements
for this area which would further minimize the potential for the Prjecr residents to coitribure to
he existinoFf-site parlcing deniarid.
iinall}', ncclvitllsraneiin; its un.3imoi.is vcte to recornmend adopriot7 of chc
IS/IvINI7 and supporting fndings, the Plaiiilin;Conmission also recomrnended that a "traffic
moniroring report" be repared for rhe neighborhood surrouncing the Project approxiiiately o«e
year aFrer occuancy.
