Biologicai Resources <br /> a. Issues.The project site has been disturbed and altered by the construction of levees and grading <br /> but is tocated in an area of resource concern because of its proximity to the Don Edwards San <br /> Francisco Bay National Wildlife Refuge and to habitat for two endangered species: the California <br /> clapper rail and the salt marsh harvest mouse.The Huffrnan-Broadway Group,Ine. has conducted <br /> biolagical evaluation of the site for the applicant and conciuded that there are no endangered species <br /> present on the site and that it is unlikely ta provide habitat for any endangered species. They have also <br /> completed the wetland delineation for the site which has been verified by the Army Corps of <br /> Engineers. The applicant estimates that the project will adversely affect less than S acres of wetlands <br /> and proposes wetlands restoration of 94 acres out of the 114.5 acre site. <br /> b. Approach.LSA propvses to use the work done by Huffrnan-Broadway Group, Inc., other <br /> technica]reports, and consultation with resource and regulatory agencies to prepare the Biological <br /> R�so�arces subsection of the EIR. No additional field or sun�ey work is proposed at this�ime. LSA <br /> does have experienced biologists and wetlands specialists on staff who can provide expertise and <br /> assistance should issues regarding biological resources require more investigation than initially <br /> scoped. <br /> In preparation of the Biological Resources subsection of the EIR,the foliowing tasks would he <br /> campleted: <br /> • Prepare binlogical resources setting section. Existing bialogical resources within the project area <br /> will be descriUed,based on a review of previaus reports, surveys,and avaiiable technical studies, <br /> and discussions with the resource and regulatory agencies,and other experts.This discussion will <br /> also include existing habitat types,potential and existing special-status plant and wild3ife species, <br /> speciat-status habitats, wetlands, f sh and wildiife values,and�nigratoiy corridors. <br /> • Impacts. LSA will evaluate potential impacts to biological resources and jurisdictional waters <br /> resulting from the proposed project.
