ALTFRi�'ATIVES ANALYSIS <br /> The I_SA team will evaluate up to four alten�atives to the proposed project, one of which will be the <br /> CEQA-requireti No.Project alternative.The City's February 8,2007 Rcquest for Proposals identifies <br /> the following tl�u-ee al�ernatives to be included in the EIR: <br /> • Developing the site under existing General Plan land use designations.In this alternative, approx- <br /> imateiy 490 honles, 154,000 sq. ft. of conunercia] space, and a marina would be constructed. No <br /> elementary school would be included. <br /> • Developing the site with the e1_ementary school located o£f-site at the schooI site alternatives.The <br /> school alternatives identiFed in the NSSAC report for evaluation in CEQA are: <br /> o Marlin Park playing fieIds,a 4.0 acre site located at Redwood Sh.ores Parkway and Cringle <br /> Street. <br /> o Renovation of Sandpiper Elementary at Egret and Redwood Shores Parkway. <br /> o An unc�c:vetoped parcel near Belmont Slough and behind Indian Creek. <br /> These alternative school sites will be reviewed and summarized in the alternatives analysis. <br /> • Reduced intenszty alternative: If sig�li�cant unavoidable irnpacts ar�identifed,a reduced <br /> intensity alternat�ive will be evaluated. <br /> The alternatives wili be refined in consultation with the City, and considering the input from the <br /> scoping sessian and responses to the NOP.The alternatives should also be based in part on any <br /> signif cant impacts of the�roject that is identified during the Setting, Impacts, and Mitigation <br /> Measures phase of the Draft EIR process. <br /> According to the CEQA Guidelines,altematives can be evaluated in less detail than the project, and <br /> therefore we wouId propose that the analysis in the EIR be undertaken at a qualitative level. The <br /> aiternative school sites wi11 be incIuded in the Cultural Resources evaluation except that no field <br /> investigation will be done for the existing Sandpiper School site or Marlin Park.Whether and to what <br /> level gumititative traffic analysis wou3d need to be performed for the alternatives is a question that <br /> could be discussed in consultation with Fehr and Peers.Based on the traffic analysis, LSA could also <br /> provide quantitative air quality and noise analyses for alternatives as an optional(not yet budgeted) <br /> task. <br /> Alternatives can be a key issue of community concern.Therefore, the discussion will be of suff cient <br /> detail to evaluate the benefits and drawbacks of each alternative,and to provide some qualitative con- <br /> clusions regarding the alternatives. Based on this analysis,the Environmentally Supenor Alternative <br /> witl be identified(as required by CEQA). <br /> TASK E.
