PUBLIC HEARING <br /> A. Downtown Precise Plan <br /> Community Development Services Manager Passanisi introduced the topic and <br /> Planning Commissioner Chair John Seybert. <br /> Chair Seybert stated that with the help of staff and hundreds of community <br /> members who assisted, the Planning Commission has carefully and dutifully <br /> reviewed and referred to the City Council a Plan that supports and facilitates the <br /> big planning, the big picture of what the downtown should look like. He proceeded <br /> to give examples: to revive the heart of the city; providing a choice for convenient <br /> living; creating the entertainment center of the mid-peninsula; integrating transit; <br /> and making pedestrians a priority. He encouraged acting swiftly and promptly to <br /> approve all the elements of the Plan. <br /> Council asked some questions of Chair Seybert and extended thanks and <br /> appreciation to the entire Planning Commission. <br /> CDS Manager Passanisi gave his presentation that consisted of stating the staff <br /> recommendations; the precise plan; the background; the outreach; the content; <br /> highlighting particular issues raised during the public review process; review <br /> possible Council considerations; and closing comments. <br /> Recess: 7:55-8:05 p.m. <br /> CDS Manager Passanisi continued with the staff recommendations. <br /> Planning Manager Ekas asked Council to think about the limits of development in <br /> the plan and presented the various scenarios and examples. <br /> Planner Jany explained the recommendation to deal with the historical resources <br /> in the Plan. <br /> REGULAR CITY COUNCIL MARCH 12, 2007 <br /> MINUTES PAGE 5 <br />
