6.1 F <br /> Page 1 <br /> R�EP'Q R T <br /> To the Honorable Mayor and Cify Council <br /> ; From th'e Cit Mana �r <br /> April 9, 20Q7 <br /> Subject <br /> Joint Use of the San Mateo County's Parking Garage <br /> Recommendation <br /> Approve by motion Amendment No. 1 to the Cooperative Agreement between Redwood <br /> Ci#y and the County of San Mateo (SMC) for free public use of the County Garage. <br /> Background <br /> The Ci#y Council approved a Cooperative Agreement (Agreement} with SMC for public <br /> use of the County parking structure located at Middlefield Road and Veteran's Blvd on <br /> September 8, 2003. This agreement made available 797 spaces for free public parking <br /> in the Downtown on weekends and Friday evenings, as well as 50 additional week <br /> nights throughout the year. The additional week night parking is related to scheduled <br /> events at the Fox Theatre. The County Board of Supervisors approved the Agreement <br /> on Sepfiember 23, 2003. <br /> The Agreement creates cost efficiencies by jointly sharing governmental facilities. Per <br /> the Agreement, Redwood City must modify the present vehicle gate system and pay its <br /> prorated share of (ighting and maintenance costs. In addifiion, the City is responsible <br /> for new si�nage for the free public use. <br /> When City staff began to develop a plan for signage for the free public use, it became <br /> apparent that it would be difficult to "sign" the intermittent availability of free parking for <br /> the 50 additional week nights specified in the Agreement. A concept for a neon sign <br /> was deve{oped that could be turned on when the garage was available for free parking <br /> and turned aff when it was not. County staff, however, was uncomfortable with the <br /> neon sign, which would have to be affixed to the structure. They proposed instead <br /> Amendment No. 1 (Amendment} to the Agreement that would make the garage <br /> available for free public parking on all weekdays a#ter 6pm as well as on weekends. In <br /> addition, they {1) proposed minar modifications relating to vehicle towing; (2) clarified <br /> the City responsibility for the new signs; and (3} requested a waiver of fees charged to <br /> #he Combined Courts of San Mateo for shared use of parking meters for jurors. <br /> The changes regarding vehicle towing require the Ci#y to have unauthorized vehicles <br /> left in parking spaces after 2 am towed, rafher than SMC having the cars towed and <br /> charging the City. In terms of signs, the amendment clarifies #hat the City will be <br /> responsible for the signage necessary for the free public use of the facility, subject to <br /> County review and approva}. The waiver of fees charged to the Combined Courts of <br /> the County of San Mateo ("Courts") relates to the fees the Courts pay for juror parking <br /> permits for meters on Arguello between Brewster and Broadway. Prior to May 1, 20Q6, <br />
