The Amendment <br /> would waive this fee. It would be reinstated if the City discontinued the use of the <br /> parking spaces for the additional hours of operation on weekdays. The Courts must <br /> signoff on the Amendment. <br /> Staff recammends approval ofi the Amendment. The value of #he additional hours of <br /> operation for free public parking and the cost savings of a simplified signage package <br /> exceeds the value of the waived fees, especially in terms of public perception and clear <br /> communication. <br /> The simplified sign program will consist of farge banners on Veteran's Blvd. and on <br /> Middlefield, stating "Free Parking Week Days after 6pm and Weekends." These <br /> banners will "lead" drivers to the Garage. Banners may also be installed in other <br /> pertinent lacations such as Jefferson, ��larshail and/or Bra�fard ta fea� drivers #o the <br /> free parking. In addition, new signage `5n, on ar�d around" the Garage will state the <br /> days and hours of fihe free public parking. These banners and signs are in addition to <br /> the directional signs #o be installed in the Downtown as part of the Wayfinding Pragram. <br /> It is estimated that the totaE cast of fabricating and insta[ling the banners and signage <br /> for the #ree parking in the County Garage will not exceed $3,000. <br /> Alternative <br /> Do not extend fhe weekday hours. This is not recommended because of the difficulty in <br /> providing clear, simple signage that must indicate availability of free parking on 50 <br /> misceilaneous weskdays during the year. <br /> Fiscal fmpact <br /> The Redevelapment Agency will fund the capitai costs of the modifications to the <br /> Cot�nty's gate system �nd fcr th� require� s;gnage. Th� n��v b�rn�r� and 3ignage are <br /> estimated at a cost not-ta-exceed $3,000. There is no estimate yet for the cost of the <br /> modifications to the gate system. Both requirements were part of the original <br /> Agreement, with the modifications to the gate system stated specifically and the new <br /> signage implied. <br /> The Parking Fund wil! absorb the annua! prorated costs related to ongoing operations <br /> and maintenance. This requirement was also part of the original Agreement, except for <br /> the additional weekday hours.
