7A <br /> Page 10 <br /> in subsections A and B below, provisions of this Section shall not apply tfl guide dogs, signal <br /> dogs or service dogs as such are defined in section 54.1 of#he Caiifornia Civil Code. <br /> A. The person controlling, or having the custody of such dog shali be responsible <br /> for all damages caused by such dog and shall remove and dispose of their dog's waste. <br /> B. Dogs are not permitted: <br /> 1. On sporfs fieids, <br /> 2. Within 20 fe�t of any installed playground equipment, and <br /> 3. On a leash {onger than six feet in length. <br /> C. No more than three do�� per person are a!!o�Ned in any park c�r facility <br /> including designated off leash parks and facilities <br /> D. Any unleashed animals in or upon any public park, park building or recreation <br /> area in the City is hereby declared a public nuisance and the Chief of Animal Control, as <br /> defined in Chap#er 5 of this Code, is hereby directed to abate all such nuisances as soon as <br /> reported by impounding such animai, whether licensed or not. Any officer or employee of <br /> the City is hereby authorized to abate all such nuisances by the removing of such dog from <br /> park property. (Ord. No. 191 Q, § 3, 5-6-85) <br /> Sec. 25.2.06 Violations and Penatties: Any person violating any provision of this <br /> Division or any amendment thereta, or vialating the terms of any permit issued pursuant <br /> thereto, shali be guilty of an infraction anci upon convictian thereof shall be punishable as <br /> provided in Section 1.76 of this Code. (Ord. No. 1910, § 5, 5-6-85) <br /> Sec. 25.3.Q1 Established: There is hereby established a Parks, Recreation, <br /> and Community Services Commission. (Ord. No. 525, § 1; Ord. No. 752} <br /> Sec. 25.3.02 General objectiues: The general objectives of #he Parks, <br /> Recreation, and Community Services Commission shail be ta encdur�ge, fioster, facilitate, <br /> establish and maintain a systemized program of parks, recreatian and playgrounds, to be <br /> made available to residents and visitors of the City; and to maintain, operate and administer <br /> the various community facilities for the purpose of providing meeting places and socia( <br /> facilities for veterans, patriotic, fraternal, benevolent and other community and non-profit <br /> associarions. <br /> Sec. 25.4.d1 Powers and duties: To achieve the objectives of the Parks, <br /> Recreation, and Community Services Commission as set out in the prec�ding section, its <br /> powers and dufies shall inclucie the authority to recommend to the City Council and /or City <br /> Manager: <br /> A. The establishment of an adequate system of parks, playgrounds, bathing <br /> facilities and any other recreation establishments which it deems advisable, includir�g <br /> equipment and maintenance thereof. <br /> B.
