8A
Page 1
REPR T
To the Honorabl !'.ayor and Cit Ccocil
IFrom the City Manager
April 9, 2007
ubjact
ReGest for a mitiway stop sign on Hudson Street at!/era AenGe.
Recommendation
By resolution, approve and authorize installation of a muitiway stop sign on Hudson
Street at Vera Avenue.
Background
Staff addressed an initial request by area residents for additiona! traFic cantrol at the
meeting of the Roosevelt Neighborhood Association on October 26, 2006. In January
2007, residents in the area of the intersection of Hudson Street and Vera Avenue
submitted a petition to the City to install stop signs on Hudson Street at Vera Avenue.
S#op signs currently exist on Vera Avenue and fhe addition of stop signs on Hudson
Avenue will create a multiway stop a# this intersecfiion. The petition was signed by 22
residenfs representing 21 properties located within a block of the subject intersection
including three out of the four praperties located on the carners of Hudson and Vera.
Notification of the proposed multiway stap was mailed on February 2Q, 2007 to 150
residents and property owners within one-block af the intersection. The notice provided
a brief summary of the proposed multiway stop sign insta!lation, invited interested
residents ta attend tonight's Cauncil meeting, and requested that ali written comments
be submitted to staff no later than 5:00 PM, March 12, 2q7. In response ta staff's
notice to [ocal residents, a second petition opposed to the instaliation of a multiway stop
was received on March 19, 2QQ7. This petition was signed by 26 residents representing
2Q addresses.
Staff has investigated the need for a multiway stop at the intersection of Hudson Street
and Vera Avenue, especiaify from the perspective of traffic safety. From January 2002
through December 2006, the Police Department recorded nine accidents at the
intersectian af Hudson Street and Vera Avenue. However, six of those reported
accidents, including two injury accidents, were reported in 2005 alone. City s#andards
allow for a multiway stap if three or more accidents are reported within a twelve month
period on a residential street with low traffic volume. However, the high traffic vo{ume
(estimated at 9,000 vehicles per day) on Hudson Street make traffic control devices on
the street subject to Caltrans standards for additional safe#y reasons. Caltrans
standards allow for a mutiway stop on a residential street with high traffic volume if five
or more accidenfis are reported within a twelve month petiod.
