Council can elect not to enter into this Agreement with Covello, and direct staff to <br />select another construction manager which might delay the project. <br /> <br />2. Council can direct staff to increase Engineering and Construction staffing. <br />. Short-term positive impact may include some cost savings, and experience <br />gained and retained from direct management of the construction work. <br />· Short and long-term negative impact may include the uncertainty in enlisting <br />equally qualified construction management professionals for a construction <br />project of this size and complexity; and the need to sustain this additional regular <br />full-time staffing budget, once the project is completed. <br /> <br />Fiscal Impact <br />The Water Financing Plan - 2006 Update was approved by the City Council on <br />January 23, 2006, concurrent with the Council's authorization to issue a second series <br />of Water Revenue Bonds to finance the construction of Phase One of the Recycled <br />Water Project. Bond proceeds in the estimated amount of $23,500,000 were deposited <br />into the project Trustee Account in the first week of March, 2006.
