<br />6.1H <br />Page 1 <br /> <br />RaPORT <br /> <br />To the Redevelopment Agency ~oar(j <br />FrolTl. th$ Executi"" Director <br /> <br />April 23, 2007 <br /> <br />Subject <br />Award of Contract - 2007 Wayfinding Signage Program <br /> <br />Recommendations <br />By Motion, approve the Contract Documents, waive minor irregularities in the bids, and <br />award the contract for the Wayfinding Signage Program to the lowest responsible <br />bidder, Fluoresco lighting & Sign Maintenance, of Tucson, Arizona, for their bid of <br />$209,977.79. <br /> <br />Background <br />This contract is for the implementation of the Wayfinding Signage Program adopted by <br />the Council on March 27, 2006. On November 29,2006, two bids were received for the <br />2006 Wayfinding Signage Program. One of the bids was non-responsive; the other was <br />27% higher than the consultant's estimate. Council rejected all bids on December 4, <br />2006, and directed staff to re-bid the work to include highway signage with the intent of <br />achieving some economy of scale and bringing the costs of the project more in line with <br />budgeted funding. <br /> <br />The highway signage required approval of three encroachment permits from CalTrans. <br />Unfortunateiy, that process took considerable time. On February 23, 2007, the <br />encroachment permits were approved. The scope of work for the project now includes <br />new signs on existing poles, new signs on new poles or salvaged historic poles, new <br />highway signs on existing posts or new posts in the CalTrans right-of-way, and the <br />removal and disposal of existing signs and hardware. See attachments for examples <br />of signs. <br /> <br />The maintenance of the signage is to be performed by the Public Works Services <br />Department. Blank aluminum replacement signs are included in the scope of this <br />contract and are expected to be safely stored at the Municipal Services Center. These <br />replacement signs will require the application of a color overlay and message made to <br />match the installed signs by a sign company at the necessary time. <br /> <br />On April 5, 2007, two bids were received for the 2007 Wayfinding Signage Program. <br />The total Base Bid prices are summarized below: <br />
