<br />7A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and Oity Oouncil <br />From the Oity Manager <br /> <br />April 23, 2007 <br /> <br />Subject <br />Amendment to Chapter 3 of the Municipal Code regulating Advertising and Signs. <br /> <br />Recommendation <br />1. By Motion: Make the following findings: <br />. The 1999 inventory of non-conforming signs in Redwood City has been updated <br />and is confirmed as adequate and complete for sign amortization purposes. <br />. The proposed amendments conform to the California Environmental Quality Act. <br />. The amended ordinance will make Redwood City's sign ordinance consistent <br />with current case law related to signage; <br />2. Rescind the existing sign ordinance (Chapter 3, Articles II "Signs" and III "Motor <br />Vehicle Fuel Price Signs," of the Municipal Code); and <br />3. Introduce the proposed new sign ordinance (Chapter 3, Articles II "Signs" and III <br />"Signs on Public Property," of the Municipal Code) (Attachment 1). <br /> <br />Background <br />The City Council held a public hearing on the proposed sign ordinance amendments on <br />March 26, 2007. The City Council closed the public hearing and then continued the item to <br />April 23, 2007 for further discussion and in order to a hear a more detailed presentation <br />from staff on the proposed sign ordinance. The Council also wanted to provide staff with <br />the opportunity to evaluate comments made at the hearing, and to be prepared to respond <br />when the Council takes the matter up again. As briefly explained at the meeting by Randall <br />Morrison, Esq (Redwood City's special legal counsel on signs) the public comments made <br />focused primarily on freedom of speech issues and first amendment rights. Although over <br />7,000 notices were mailed out, no other comments, written or oral were received at that <br />time and the public hearing was closed. Staff has now had a chance to evaluate these <br />comments and staff's recommendation is to proceed with the ordinance adoption, as <br />originally submitted. <br /> <br />A copy of the March 26, 2007 staff report is attached for reference, however the following <br />excerpted summary describes the proposed ordinance changes which are consistent with <br />past direction from Council: <br /> <br />1.
