7A
Page 2

2. Content-based regulations have been eliminated, except as they relate to "off-
site advertising" (i.e. signs which identify or advertise a business, product or
service which is sold or offered elsewhere than upon the same property where
the sign is displayed) ;
3. The amortization periods for non-conforming signs (i.e. a time period allocated
for the abatement of signs that were legally permitted in the past but that no
longer conform to current signage regulations) have been extended to conform
to State standards;
4. Commercial messages on signs can be substituted for messages that are non-
commercial in nature (a restaurant could change its sign message advertising its
business name, to a message reminding the public to vote, for example)

Alternatives
1. Approve the sign ordinance as proposed.
2. Modify the sign ordinance.
3. Refer the sign ordinance back to Planning staff with alternate direction.

Fiscal Impact
If the proposed sign ordinance is adopted, then additional sign code enforcement
resources may be anticipated in 2011 and 2015 for active enforcement of non-conforming
signs, at Council's discretion. There is no other fiscal impact anticipated for the City. As in
the past, staff will continue to enforce non-conforming signs based upon complaints
received or applications for new sign permits. Planning and building application fees will
continue to contribute to the cost of design review and inspection of signs.

f:~
Peter Ingram .
Community Deve'. pment Director

Attachments:
1.
