EIR Addendum as the Required CEQA Document for Tlris Project
3. Addirional Studies Conducud for EIIt Addendum
C. Conclusions
Appendix (T:affic Operations Analysis and Pazldng Study)
In brief, an Addendum is considered the appropriate CEQA document for evaluarion of the revised altcr-
native because:
• Changes incorporated in the revised project — eliminarion of the oce building on Block 2, inclu-
sion of an underground pazldng facility on Block 1, relocation of the culvert under Block 1, and a
reduction in the numbcr of net new parldng spaces from 796 to between 315 and 690 — would not
create any new significant rnvironmental impacu or substantially increase the severity of previ-
ously-idenrified impacts;
• Changes in the circumstances under which the project is undertaken — most notably, an increase in
the existing downtown parldng supply and a decrease in downtown parldng demand — tend to reduce
the severity of the previously-idenrified impacts; and
• New information regazding traffic and pazldng conditions does not affect the nature of the projecYs
impacts or the ability to mitigate those impacts.
PROJECT DESCRIPTION
Location and Site
The revised project would be located in downtown Redwood City. It would occupy the block bounded by
- Middlefield Road on the south and west, Broadway on the north, and Jefferson Avenue on the east.
1
