The driveway location was chosen (1) to allow vehicular access from the most <br /> heavily-traveled sheet bordering the project, so that �c would not have w circulate onto <br /> smaller streets and consequenUy add to congestion on those streets, and (2) to allow a distance <br /> of about 60 feet between the driveway and the crosswalk tUat cannects the projxt block to the <br /> Post Office, across Jefferson Avenue. Access controls for the garage would be located at the <br /> bottom of the ramp, to allow ample stacldng azea for velticles rntering and exiting the facility. <br /> To accommodau the underground parldng garage, the existing culvert that crosses Block 1 <br /> approximately midway between Broadway and the east-west section of Middlefield Road <br /> would be moved to the perimeter of the block. The new route would extend in a straight line <br /> from a pomt in the exisling ali�nrnt of the culvert tUat lies within the intersection of Wins- <br /> low Streei and Middlefield Road, crossing Block 1 w a point on Jefferson Avenue near the <br /> driveway between the Post Office and City Hall. At tUat point, the culvert would eif6a (1) <br /> turn north along Jefferson Avenue to njoin the existing aligunent at a location neaz Jefferson : <br /> and Bmadway or (2) continue east undemeath the driveway W join another existing culvert <br /> - under the T1ain Street parldng lot. <br /> • On Biock 2: Th existing parlang lot with 100 added pazldng spaces. <br /> The ground ]evel of th revised project is shown in Figure 1, and the second leve] is shown in Figure 2(p. <br /> 4). The three altemat ve pazldng arrangements — one level under the building (215 spaces} hvo levels <br /> under the building (45 spaces), and two levels under the building and extending under Middiefield Road <br /> (590 spaces) — are sho n in Figures 3, 4, and 5(pp. 5, 6, and 7). <br /> The facades of the m� ed-use building would be generally as shown in the original EIR in Figures 8, 9, <br /> and 10 (DEIlt p. 23). vfinor changes would be required, however, to accommodate the pazldng enhance. <br /> These changes includc <br /> • Modificarion to � ne Jefferson Avenue faqade whae the pazldng entrance is located. <br /> • Redesign of the ticket plaza/main theater entry area a: the corner of Broadway and. The plaza shown in DEIR Figure 3(reproduced for convenient referrnce in this Addrndum <br /> as Figure 6) would be virtually eliminated, and the main theater entry redesigned, in an effort to <br /> replace the ground floor building area lost to the garage entry. <br /> These modifications are not shown in this Addendum.
