q.�-Zq A� <br /> Dowmowa Mnced-Uee Re4il/Cittma Projat <br /> - CEQA REQUIREMEN3'S RELATING TO THE PROJECT � <br /> Previous Environmental Review Relatine to t6e Site <br /> . <br /> The City of Redwood City previously p�epared end ceRiSed an EIR evaluating flu impacts of a mixed- <br /> � ProJ� ��PY�B �'o blocks of downWwn Redwood City (Blocks I and 2; sec p. 8). <br /> EIR Addendum as t6e Repuired CEOA Docnment for This Proiect <br /> In accordance with CEQA Guidelines § 15164, the City of Redwood City, as lead agency, has prepared <br /> this Addrndum to the previously certified EIIt on the downtown mixed-use retaiUcinema project in order <br /> to address the proposed change in the configutation of the project' <br /> The Califomia Environmrntal Quality Act (CEQA) (Public Resources Code §21000 et seq.) requires a <br /> lead agency to prepaze an Addendum to a previously certificd EIR if soa� changes or additions are nx- <br /> essary, but none of the conditions described in CEQA Guidelines §15162 requiring the preparation of a <br /> subsequent EIR k�ave occucred. According to the Califomia Code of Regulations (§15162), which pro- <br /> vides a more complete explanation: <br /> (a) When an EIR kias been ceitified or a negative declazation adapted for a project, no subse- <br /> quent EIR shall be prepared for fl�at project unless the lead agency dete�mines, on the basis of <br /> substantial evidence in the light of the whole xecord, one or more of the following: <br /> (1) Substantial changes are proposed in the project which will require major revisions of <br /> the previous EIR or negative declaration due to the involvement of. new significant <br /> - environmental effecu or a substantial increase in the severity of previously identified <br /> significant effects; <br /> (2) Substantial changes occur with respect to the circumstances under which the pmject is <br /> undertaken wlrich will require major revisions of the previous EIR or negative declara- <br /> tion due to t6e involvement of new signi5cant environmrntal effects or a substantial <br /> increase in the severity of previously identified signi5cant effecu; or <br /> (3) New info:mation of substantial importance, which was not Imown and could not have <br /> been lmown with the exercise of reasonable diligence at the time the previous EIIt was <br /> certified as complete or the negabve declazation was adopted, shows any of the following: <br /> (A) The project will have one or more sigaificant effecu not discussed in the previous <br /> EIR or negative declaradon; <br /> (B) Significant effects previously examined will be substantially more severe than <br /> shown in the previous EIR; <br /> (C) Mitigation measures or altematives previo:�sly found not to be feasible would in <br /> fact be feasible and would substantially redace one or more significant effects of <br /> the project, but the project proponents dec,line to adopt the mitigation measure or <br /> altemative; or <br /> (D) Mitigation measures or alternatives which are considerably different from those <br /> analyzed in the previous EIR would substantially reduce one or more significant <br /> effecu on the environment, but the project proponencs decline to adopt the miti- <br /> gation measure or altemative. <br /> � 3 This Addendum was prepazed by the Ciry of Redwood City with the usistance of Mundie & Associates, Consultants <br /> in Land Use and Economics, and Fehr & Peers Associates, transportzzion consultants. <br /> 13 <br />
