1. t'f ' � naa�a� <br /> nmv�o.va btixea-uee xea;vcinem. rroject <br /> — CONCLUSIONS: THE ENVIRONMENTAL IlViPACTS OF THE <br /> __ <br /> REVISED PROJECT WTLL BE COMPARABLE TO THE <br /> IMPACTS OF THE APPROVED PROJECT . <br /> The City finds that none of the conditions deacn'bed 'm CEQA Guidelmes § 15162 requiring prepustion of <br /> a subsequent EIlt have occurted. Specifically, the City has deksmined the following. <br /> Chanee in the Proiect <br /> The revised downWwn mixed-use retaiUcmema project proposes development that is generally consistcnt <br /> in type with, but smalla in scale than, the project evaluated 'm the previously-certified EIIt and approved <br /> by the City of Redwood City. The revised project eliminates a 108,400-net-square-foot office building <br /> and between 106 and 481 net new parldng spaces from the development prugam The revised project <br /> would also require the t+elocation of the culvert tUat crosses Block 1. <br /> The elimination of office space from the project development progi�am would reduce both �affic impacts <br /> of the project d�mng the evening peak hour and parldng demand on weekdays. The provision of parking <br /> undemeath the building on Block 1 with some additional spaces on Block 2, :atfier than solely on Blcek <br /> 2, would result in a shift in the location of one paridng entry to a major thoroughfare. <br /> • In general, all intersections neazest the projxt site would operate at the sa� or better levels of ser- <br /> vice with the revised project. The only exception to this general statement is that the inursection of <br /> Middlefield Road and Winslow Street would operate at LOS B(instead of LOS A) with the revised <br /> project with 315 parlang spaces. <br /> • The effects of the reduced parldng supply on overall project parldng impacts would depend on <br /> which of the three revised project altemarives is selected. Evrn in the worst case, the increased <br /> parldng deficit would be a ct�ange in the magnitude, but not type, of impact, and that increase wuld <br /> be sarisfactorily addressed by im�plemrntarion of mitigation measures identified in the previously- <br /> certified EIR. <br /> Chan�es in Circumstances <br /> The most significant change in circumstances identificd in this Addendum is an increase in the downtown <br /> parking supply. This change trnds to reduce, rather than increase, the severity of the projecYs impacts on <br /> parking. <br /> Additional changes in circumstances aze (1) a nduction in the demand for pazldng in the downtown area <br /> and, at the same time, (2) an increase in pazldng demand on evenings with evrnts at the Fox Theater (and <br /> the proposed Little Fox, if approved). The first change, which also tends to reduce the severity of the <br /> projecYs impacts on pazldng, is likely to be temporary, but of uncertain duration. The second change <br /> tends to increase pazking demand on nighu with performances at the Fox (and the Little Fo�c, if <br /> approved). <br /> New Information <br /> New information that has become available since the publication and certification of the original EIlt <br /> concems the downtown pazldng supply and the pazldng demand characteristics of the revised projxt. <br /> - This information indicates an increase in the downWwn parlang supply (this is the changed circumstance <br /> noted above), a slight shift in the time-of-day parldng demand chazacteristics of cinema-goers, and the <br /> 23 <br />
