„.A
_u,,.;
Conclusrons Based on tGe Undated Parklne Assunetions: Proiect Aaa[vt ' revised project would
contibute to parlong shortages in downtown Redwood City on Friday afternoons and Friday evenings if
the 315-space alumative ie selected, and to a shortage on Friday evenings if the 550-space aitemative is
selxud.
Because the parking shortfall during evening hours ap}xsrs to be related to deaand from the Fox Theater, •
which is estimated to requve as many as 438 parlong spaces for a sellout event (sa fooRiote 5), it is rea-
sonable w expect tUat this pazldng ahortfall could also occa on Sataday evenings with sold-0ut events at
the Fox.
Conclustons Based on the Undated Parldne Auumtioirs: Cumulalive Analvsis. There is one cta-
rently-pending project (in addition to the revised mixed-use project) tbat would increase parldng demand
in downtown Redwood City: the "Little Fox° live performance theatet, with 240 seats, next to the Fox
Theater. The peak demand for the Little Fox (with the ten perecnt par]dng vacancy allowance) is esti-
mated to be 80 pazldng spaces, and the peak demand time is expected to be in the evening from approxi-
mately 8:00 PM to 10:00 PM. The downtown pazldng supply aould be insufficient to accommodate
cumulative demand if performances at the Fox Theatet and the Little Fox were held duting the high
attendance periods for the cinems (dsing the summer and on holiday weekends, when blockbuster mov-
ies are released): cumulative parldng demand in downtown Redwood City would inerease by 80 spaces,
and the cumularive peak parldng deficit would inerease to 384 spaces with the 315-space project, 149
spaces with the 550-space projxt, and 9 spaces with the 690-space projcet. Valet parldng is being con-
sidered as a condi6on of approval for the Little Fox for these occasions.
Summarv of Parkinr Imnacts and Mitiea[ion Measures. , The EIIt identifies parldng shortfalls that
would result with the approved project as an impact of the project (Impacts Cl and C2), and requites
mitigation measures (Measures Cla and C2) to reduce these impacts to a less-than-significant level.
Therefore, the impact of the revised project on paridng conditions in downtown Redwood City is not a
new impact of the revised project.
The revised project with 690 pazking spaces would create no periods in which pazldng demand exceeds
existing supplies. Impact Cl would not apply, but Impact C2 would remain. Implementation of Mitiga-
tion Measure C2 (provision of a pazldng managemrnt plan for periods of peak demand) would be
required.
The City of Redwood Ciry is currently in negotiations with the Counry of San Mateo to anange for public
parking in the County puking faciliries on nights when there are events at the Fox Theater. These facili-
ties contain a total of 1,063 parldng spaces, of which 918 aze in the main garage. If this ageement (con-
sistent with Mitigation Measures Cla (pazldng management plan) and Clb (increase in the parldng sup-
ply)) is reached, then the parldng available in these facilities will more than compensate for the shortfall
projected in Table 6.
22
