INTRODUCTION _ - <br /> Tius report presents the iesvlts ofthe focused hansportation and parlang analysis conducted forthe pro- <br /> posed mixed-use retaiUcinema project in downtown Redwood City. The project site comprises two city <br /> blocks. Block 1 is bounded by Broadway, Jefferson Avenue, and Middlefield Road. Block 2 is bounded <br /> by Middlefield Road/Winslow Street, Jefferson Avenue, and the Calhain hacks. The project evaluated 'm <br /> this Addendum to the Final Environmental Impaet Report for the DownWwn Mixed-Use RetaiUCinema <br /> Project in Redwood City includes the following uses: <br /> ■ On Block 1: Mixed-use building containing approximately 85,000 square feet of retail and restau- <br /> rant space, a mulriplex cinema with 4,200 seats and 20 screens, and undagound pazldng. 'Three <br /> altematives for the imderground puldng:are being considered: (1) one parldng level, with approxi- <br /> mately 215 pazldng spaces, (2) tw+o parlang levels, with a total of approximately 450 paridng spaces, <br /> and (3) two pazldng levels, with both levels extending under Middlefield Road, with a total of <br /> approximately 590 parldng spaces. <br /> • On Block 2: The existing parldng lot with 100 added parldttg spaces. <br /> Access to the underground pazlring on Block 1 would be provided by a driveway on Jefferson Avenue, ' <br /> approximately midway behveen Broadway and Middlefield Road. <br /> The project describec a.bove r> referred to in this analysis as the "revised project," and is compazed to the <br /> "approved projecY' (,a- wh:�i: an EIIt was ceitified in January, 2001, and which included an office <br /> building and paridng shvcture on Block 2; see Table 1, p. 10). <br /> The purpose of this analysis is to idenufy the potenrial impacts of the revised project on the surrounding <br /> roadway system, transit system, pedestrian circulation, driveway operations, and pazking. The revised <br /> project is smaller than the approved project' and would generate less traffic. Therefore, it is reasonable to <br /> conclude that its impacts on the intersecrions will be less severe. The locarion of the puking has bern <br /> changed, however, and that change will cause some changes in project traffic circulation neaz the site. <br /> Therefore, the traffic impact analysis focuses on the intersections closest to the site (numbers comspond <br /> to the intersection numbers assigned in the EIR): <br /> 8 Broadway/Middlefield Road <br /> 9 Broadway/Jefferson Avenue <br /> 13 Middlefield Road/lefferson Avenue <br /> 14 Middlefield Road/Winslow Street <br /> The parking analysis was conducted using the same assumptions as the analysis for the approved project. <br /> A new parking analysis was conducted to incorporate new surveys of existing Friday conditions. <br /> ' The approved project contained 80,000 square feet of retail space and a 4,200-seaz cinema on Block l and 108,400 squarc fat <br /> of office space plus a 1,000-space parking shucture on Block 2.
