. A 9"
The traffic impacts of the projxt and projected driveway opaastions are discussed in Part 2 of this appea.
dix. Part 3 describes the impacffi of the project on hansit, bicycle, and pian circulatioa Padong is
addressed in Part 4.
M
2. TRAFFIC ANALYSIS
_ ..__ _.
Proiect Traft3c Generatlon
The approach that was used to estimate the amoimt of t:affic genecated by the approved project was also
used to estimatc the amount of haffic generated by the nvised project:
■ Trip grneration tates for a shopping centa from the lnstitute of Traasportation Engineers, Trip Gen-
erallon, 6th Edition, were used to estimate the amount of traffic genecated by the remil and restau-
rant portions of the site.
• Driveway counts conducted at the Century Patk 12 multiplex cinetna in Redwood City were used to
develop tip generation estimates for the cincma.
• A mixed-use reduction adjushnent of 20 percent was applied to account for (1) trips tkiat are com-
pleted in conjunction with otha trips to the downtown area and (2) combined hips between the
reffiiUrestat portion of the project and the cinema.
Daily Project Traftic
The daily project vehicle trip generation esrimates for a Friday and a Saturday are presented in Table Al.
These estimates indicate that the revised project would grnerete a Wtal of about 11,640 trips (5,820 in and
5,820 out) on a Friday and a total of about 18,500 trips (9,250 in and 9,250 out) on a Saturday. Each hip
is a one-direction vehicle movement entering or exiting the downtown area. Therefore, the number of
vehicles being added to the downtown streets would be one-half the number of total hips.
Peak Hour Project Trac
Peak hour traffic conditions are analyzed to provide infoimation about haffic during the hours of greatest
congestion. In downtown Redwood City, the Friday peak hour occas between 4:00 PM and 5:00 PM,
and the Saturday peak hour occurs between 3:00 PM and 4:00 PM.
Peak hour project vehicle trip grneration estimates are presented in Table A2. These estimates indicate
that the revised project would grnerate a total of about 1,0801rips (548 in and 533 out) in the Friday PM
peak hour and a total of about 2,080 trips (1,087 in and 993 out) in the Saturday aftemoon peak hour.
Traffic Generation Comoarison
The expected uaffic volumes for the revised project are compazed to the expected volumes for the
approved project in Table A3. The revised project would generate 818 fewer daily trips on a Friday and
33 fewer daily trips on Saturday than the approved project. These reductions represent 7 percent and 0
percent, respectively, of projected hatFic with the approved project. The reason for the greater reduction
on a Friday than on a Saturday is the elimination of the office space included on Block 2 of the approved
project: as offices grnerau much more traff"ic on a weelcday than on a weekend day (when most offices
are clo'sed); therefore, the reduction that would result from eliminating the offices would be greater on a
Friday than on a Saturday.
AZ
