The conshvction of an attractive retail entertainment center, supported by public <br /> pazking and offs'te enhancements, is ezpected to act as a catalyst in revitalizing the <br /> downtown by drawing shoppecs and otheis into the area during both daytime and <br /> evening homs. As such, it is anticipated that the Project will create momentum for <br /> addidonal business oppommities and investmeat in the downtown area; <br /> d. The Project will increase and create new employment opportunities, both during its <br /> cons�uctioa and thereafter, and <br /> e. The Project will increase the real property tax base of the Redevelopment Project <br /> Area, thereby increasing taac increment available to the Agency to promote future <br /> affordable housing and redevelopment opportimities, and generating increased sales <br /> and use taxes for the City. <br /> VII. CONFORMANCE WITH FIVE-YEAR IMPLEMENTATION PLAN <br /> The origina'. ohiectives for the 1982 Redevelopment Pian•included improving circulation, <br /> rehabilitatin_ c;mmercial properties and providing safer intersections and public improvements. <br /> Additional goaLs and objectives were set forth in the Second Amendment to the Plan (1989), when <br /> the Project Area was expanded to include ouUying azeas (the Amendment Area). <br /> In 1994, the Agency adopted an Implementation Plan, as required by AB 1290 for the Project Area. <br /> In 1997, a Progress Report was prepazed outlining the accomplishments of the Agency in <br /> unplemenring the Redevelopment and Implementation Plans. The Progess Report also included a <br /> review of the Implementation Plan's goals and objectives; these goals and objectives were updated <br /> to be consistent with those in the original Redevelopment Plan and in the Second Amendment to the <br /> Plan, including the following: <br /> 1. To achieve an envuonment reflecting a high level of concern for azchitectural, <br /> landscape, and urban design and land use principles appropriate for attainment of the <br /> Redevelopment Plan; <br /> 2. To replan, redesign, and develop undeveloped/vacant, underutilized, and <br /> underdeveloped azeas that are stagnant or unproperly utilized; <br /> 3.
