' <br /> The Agency has recently prepared a new Five-Year Implementation,Pl�n fo�the period 2000 to <br /> 2004 establishes opecational goals and objectives to be addresses during the next five yeazs, as <br /> follows: <br /> ■ Blight elimination <br /> • Creation of additio nal housing <br /> • General improvement of community conditions <br /> The Five-Yeaz Plan program proposes to alleviate the main blighting conditions above (i.e., age <br /> and obsolescence, deteriozation and dilapidation, mixed character and use of buildings, and <br /> inadequate public improvements and facilities and open space). To aclueve these goals and <br /> objectives, the Agency has identified a number of programs and projects that may be <br /> implemented during the five-year period, including economic development projects such as the <br /> RetaiUCinema Project (the Project). <br /> -- The proposed RetaiUCinema Project is considered by the City and the Agency to be one of several <br /> projects important to the revitalization of downtown Redwood City. The arclritechue of the Project <br /> must have integrity and enhance ihe historical feel of the Downtown. The ProjecYs retail <br /> component must integra;e into the greater powntown area, drawing foot haffic to the rest of <br /> downtown, and traffic c;rcula6on and pazking plans must be effective and realishic.
