' .. .. . . . I • J
,
4. To provide for incceased sales, business license, hotel occupancy and other fees,
taxes and revenues to the City and other taxing bodies; aud
5. To promote and create new local employment oppommities. '
The Agency has recently prepared a new Five-Year Implementation,Pln fothe period 2000 to
2004 establishes opecational goals and objectives to be addresses during the next five yeazs, as
follows:
■ Blight elimination
• Creation of additio nal housing
• General improvement of community conditions
The Five-Yeaz Plan program proposes to alleviate the main blighting conditions above (i.e., age
and obsolescence, deteriozation and dilapidation, mixed character and use of buildings, and
inadequate public improvements and facilities and open space). To aclueve these goals and
objectives, the Agency has identified a number of programs and projects that may be
implemented during the five-year period, including economic development projects such as the
RetaiUCinema Project (the Project).
-- The proposed RetaiUCinema Project is considered by the City and the Agency to be one of several
projects important to the revitalization of downtown Redwood City. The arclritechue of the Project
must have integrity and enhance ihe historical feel of the Downtown. The ProjecYs retail
component must integra;e into the greater powntown area, drawing foot haffic to the rest of
downtown, and traffic c;rcula6on and pazking plans must be effective and realishic. Based upon the
above factors and our re•ew of the proposed Pmject, KMA concludes that the RetaiUCinema
Project is consistent with the Implementation Plan and, if successfully implemented, will achieve
the goals specifically defined in the Implementauon Plan.
Keyser Marsfnn Associates, Inc.
18610.001\01-022.doc, 11252002 Page 10
