The City Cauncil further finds with respect to the sale of the <br /> Parcels, as set forth in the DDA, that the consideration to be paid for the Parcels is not <br /> less than the fair reuse value at the use and with the covenants and conditions and <br /> development costs authorized by the DDA and in accordance with the Redevelopment •• <br /> Plan. This finding is based on the facts and analysis set forth in the Agency report <br /> prepared pursuant to Health and Safety Code Section 33433, approved concurrenUy <br /> herewith. <br /> Section 4. The City Council hereby finds and determines that the sale of the <br /> Parcels pursuant to the DDA will assist in the elimination of blight in the Project Area. <br /> This finding and determination is based upon the reasons contained in the Agenc�s <br /> Report prepared pursuant to Health and Safety Code Section 33433. <br /> Section 5.
