State Redevelopment Law requires that <br />15% of all units constructed with in the Proiect Area be affordable to <br />persons of low and moderate income levels. Affordabilitv of the required <br />units must beinslf"ed bv 45 year deed restrictions for ownership units and <br />55 year deed restrictions for <br />rental units. The A~encY is ultimately responsible for seeino that these <br />units are constructed. The Aaency currently hasa "surplus" of affordable 10 <br />units in terms of its redevelopment production reauirements. <br />Staff. in consultation with the Housino and Human Concerns Committee <br />(HHCC). will develop an interim policy for consideration bY the City <br />Council/Redevelopment Aaency Board related to affordability <br />reauirements for residential development in the Downtown. These green spaces are needed to serve as a respite from the <br />urban surroundinqs and provide a place where children and adults can <br />play or stroll.
