CITY OF REDWOOD CIT~ <br /> REDWOOD SHORES LANDSCAPE MAINTENANCE DISTRICT NO. 1995-1 <br /> NOTICE OF PROPOSED ASSESSMENT <br /> <br />Maximum Assessment: The maximum landscape maintenance budget for the District to be spread <br />among the City and parcels within the District is $155,454 for the fiscal year 1997/98. The City will <br />finance a minimum of 12 percent of the budget. The remainder will be spread among residential and <br />commercial parcels. The amount to be spread among and levied on parcels may be increased in future <br />years at the greater of the compound rate of two percent annually or at the compound rate of increase in <br />compensation for the position of Landscape Gardener as that position is classified and described in the <br />City's competitive service or merit personnel system, but in no event may the adjustment exceed 3.5 <br />percent per year. The amount will be allocated among parcels in the District as described below under the <br />heading "Basis for Calculating Assessments" and as more fully described the Method of Spread in the <br />Engineer's Report prepared in connection with these proceedings. Based on the present residential <br />unit count, the fiscal year 1997/98 maximum annual residential assessment is $159.88. <br /> <br />Duration of Assessment: An assessment will be levied annually on all parcels in the District to pay for <br />annual landscape maintenance expenses of public areas specifically benefiting parcels in the District. <br />Annual adjustments will be made administratively in accordance with the above described formula (i.e., <br />the greater of two percent or the percent change in compensation of the position Landscape Gardener, but <br />in no event greater than 3.5 percent in any fiscal year) without further notice to property owners. <br /> <br />Basis for Calculating Assessments: Each year the City will determine how much it will cost to <br />maintain public improvements in the District. The total budget that may be allocated among parcels in the <br />District is limited to the maximum as described above under the heading "Maximum Assessment." Annual <br />maintenance costs are spread among all assessable parcels within the District on the basis of special benefit <br />conferred upon each parcel. The total budget to be allocated and levied against assessable parcels will be <br />allocated in the amount of five percent to commercial parcels, 12 percent to the City's general fund and 83 <br />percent to residential parcels. The residential levy will be spread equally among all residential units, <br />subject to the following proviso. Undeveloped subdivisions in the Lido Neighborhood (the subdivisions <br />currently identified on recorded final maps approved by the City as Lido Neighborhood Unit 1 through <br />Lido Neighborhood Unit 4) will be allocated the number of residential units shown on the recorded final <br />maps for such subdivisions; provided, however, that the levy on any residential unit in any development in <br />the Lido Neighborhood that is developed at a density less than that identified on such development's final <br />map, will be adjusted upward in proportion to the development's reduced density. <br /> <br />Procedures for Completing the Ballot: Accompanying this notice is a ballot, along with a self <br />addressed, postage paid return envelope. The ballot may be completed by the property owner(s) or their <br />authorized representative and returned to the City to indicate the property owner's support or opposition to <br />the proposed assessment. For your ballot to be counted, you must clearly mark the appropriate box, sign <br />the ballot and return it sealed in the enclosed envelope by the conclusion of the City Council public hearing <br />on July 28, 1997. Ballots may be returned either by mail, or delivered to the City Clerk at 1020 <br />Middlefield Road or to the City Clerk prior to the conclusion of the public hearing. <br /> <br />Information Regarding Public Hearing and Protest Procedure: The City of Redwood City <br />Council will hold a public hearing on July 28, 1997 to hear testimony regarding the proposed assessment, <br />to accept ballots and to determine whether there is a majority protest against the proposed assessment. The <br />hearing, which begins at 7:30 p.m., will be held in the San Mateo County Supervisor's chambers in the <br />Hall of Justice Building, located at 401 Marshall Street in Redwood City. <br /> <br />All ballots which are returned to the City will be tabulated and weighted according to the proportional <br />financial obligation of the affected property.
