Transfer the Metcopotitan Transpartation Commission Hausing Improvement <br /> Program (MTC/HIP) Grant of $387,900 from the Post Office Paseo Project <br /> (#803-71243) #o a new capitai project: "Ef Camino Real Grand Boulevard <br /> Improvement Project" (#803-72013}. <br /> 2. Appropriate an addi#ional $113,147 from available RDA General Fund "Working <br /> Capital Bafance" for the "EI Camina Real Grand Bouievard Improvement Project° <br /> (#803-720'I 3). <br /> 3. Appropriate $75,000 from available RDA Genera! Fund "Working Capita! <br /> Balance"for a new capital pro}ect: uTrans�t Connectivity Project" (#8Q3-72023). <br /> 4. Appropriate $50,OOfl from available RDA General Fund "Working Capital <br /> Balance"for a new capital project: "Marina Area Planning S#udy" (#803-72033). <br /> BACKGROUND <br /> EI Camino Real Grand Blvd. Project. <br /> In 20Q5 the RQA received $387,9�Q in funding firom the MTC/HIP. The funding was <br /> ini#iaily budgeted far the Post Office Pasea Improvement P�-oject in the RDA FY <br /> 2t��fi/07 Capital Budget. MTC subsequently rescinded their approval for the use of the <br /> grant funds for the Past Office Paseo Project. The reason given for the withdrawai of <br /> the approval was that the previous staff person made an error in appraving the Praject <br /> for funding; the Project ". . . linked cars but not pedestrians" according to the new staff <br /> person's analysis. Although City staff disagreed with the analysis, the approval by MTC <br /> was rescinded. <br /> in response to the MTC decision, RDA staff suggested the use of the funds for <br /> improvements along EI Camina Real {ECR) to enhance the pedestrian link between the <br /> Franklin Street Apartments and the First Community Housing residential projects to the <br /> train station and downtown. MTC staff responded favorably. Ta a (arge exfent, the <br /> respanse was favorable because streetscape improvement cancept plans for ECR <br /> befinreen Maple St and Brewster St. already existed. The concept plans had been <br /> developed as part af a muiti-jurisdictional effort with SamTrans and the cities af <br /> Belmont, San Carios and Redwood City. SamTrans had received money far the effort <br /> from MTC as part of its "Transportation for Livabte Communities--Communi#y Design <br /> Planning Program . The purpose af this grant is to further planning efforts for the <br /> ,. <br /> transformation of ECR to link Cal Train Stations with downtowns. Sam Trans hired <br /> Terry Bottomley and Associates (TBA) to develap conceptual streetscape plans for <br /> ECR in a!I 3 cities.
