7.1A <br /> Page 2 <br /> The Council reviewed and approved the concept pians a# their June 5, 2006 meeting <br /> and directed staff to submit a construction grant application to MTC. A grant application <br /> requesting $2,313,899 in funding for improvements between Brewster and James was <br /> submitted on June 23, 2006. Matching funds in the amount of $550,000 (19%) were <br /> included, for a total project cos# of $2,863,899. The funding request was not approved <br /> by MTC. <br /> However, as noted, MTC did approve the use of the HiP grant funds for some of the <br /> improvements proposed by TBA; specifically, those be#ween Maple St. on the south to <br /> Jackson AveMlilson St. on the north. The completed concept plans by TBA meant that <br /> the project was far enough aiong to meet the timelines far the grant. If fhe City does <br /> not pursue this project, the $387,900 in funding wili be forfeited. See Attachment 1 for <br /> a de#ailed "Project Scope" and preliminary cost estimates of the praposed <br /> improvemen#s between Maple St and Jackson A�e./Wilson St. <br /> The to#al estimated cost for the ECR improvements befin►een Maple St. and Jackson <br /> Ave.11Nilson St. is $901,047. This includes a 22% alfowance for soft costs such as <br /> permit fees, staff costs and consultan# services; as well as a 35% construction <br /> cantingency. Subtracting the MTC/HIP funding of $387,90�, an additional $513,147 in <br /> funding is required. While additional grant funding will be sought (see discussian <br /> be{ow), staff is recommending the FY 2006/O7 budget amendments creating the new <br /> capital praject for ECR, transferring the MTC/HIP grant to the new project, and <br /> apprapriating an additionaE $113,147 from RDA General Fund Working Capital Balance <br /> to the project. This will bring the current availab�e funding for the ECR project to <br /> $501,Q47. An addifional $200,00� in redevelopment funding and $200,000 in City <br /> funding will be recommended for Agency/Council consideration as part of the FY <br /> 2007/08 Capital Budget delibe�ations. <br /> Redwoocf City is very involved in the ECR Grand Boulevard lnitiative (GBI). Moving <br /> forward with this project demonstrates the Ci�ty's commitment to the vision far the GBf <br /> as wet{ as the Downtown Precise Plan {DTPP}. There will be additional funding <br /> opportunities as a result of the GBI efforts and the focus of transit and transportation <br /> agencies on smart grawth principles. Redwood City should be we(I positioned ta take <br /> advantage of these opportunities with the adoption af the DTPP and the commitment of <br /> funding to these ECR impravements. Staff is working closely wi#h SamTrans and <br /> monitoring the availability of funding opportunities for ECR. Staff witi also be working <br /> closety with CalTrans to gain approval of the proposed ECR improvements, which have <br /> been prefiminarily reviewed by CalTrans as part of the GBI process. <br /> Transit Connectivify Project <br /> The proposed new "Transit Connectiviiy ProjecY' provides initial funding for <br /> implementing the goals of the DTPP related to transit integration and connectivity. <br /> Proposed projects and impravements outlined in the DTPP inctude the direct pedestrian <br /> crossing across the CalTrain railroad tracks; street realignment and block <br /> reconfiguration in the vicinity of Winslow and Hamilton Streets; "Depot Circle" <br /> imp�ovements; and grade separation vf the train tracks.
