7. PUBLIC HEARING <br /> A. Downtown Precise Plan (continued from March 12, 2007) - The public hearing <br /> was closed at the March 12, 2007 City Council Meeting. Public Comments were <br /> addressed under Oral Communications <br /> Community Development Services Manager Passanisi, Principal Planner Jany, <br /> Downtown Coordinator Zack, Planning Manager Ekas, and Michael Freedman of <br /> FTB addressed the concerns from the March 12 hearing: Code enforcement of <br /> signs; need for new schools; uses on Main Street; Historic resources; height; and <br /> administrative process (PowerPoint presentation on file). <br /> Council Members asked various questions. <br /> Recess: 8:45-9:00 p.m. <br /> Council Members asked various questions <br /> Recess: 10:00-10:13 p.m. <br /> Council Members continued asking questions. <br /> Council discussion ensued. <br /> M/S Howard/Ira for one revision to change the zoning for Main Street to be retail <br /> only on the bottom floor with monitoring to come back in the future on how it <br /> proceeds. The motion passed by a majority roll call vote with Council <br /> Member Hartnett and Mayor Pierce voting no. <br /> Council Member Hartnett stated be would vote no on the motion because <br /> M/S Foust/Ira to add to the administrative process: 1) Send public notices of <br /> upcoming "Plan Compliance Determinations" to property owners and tenants <br /> within 300 feet of a project site; and 2) Post a public notice on the actual site of <br /> the project. The motion passed by a unanimous roll call vote. <br /> 1. Foust/Ira to adopt a Resolution approving the attached Findings and Statement <br /> of Overriding Considerations and the accompanying Mitigation Monitoring <br /> Program. <br /> ADOPT RESOLUTION 14769 OF THE CITY COUNCIL OF THE CITY OF <br /> REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION <br /> MEASURES.
