Amendment to Chapter 3 of the Municipal Code regulating Advertising and Signs. <br /> Mayor Pierce opened the public hearing. <br /> Dennis Zell stated that the ordinance concerns him for a number of reasons and <br /> that it abridges speech based on distinctions, some being offsite vs. onsite. He <br /> explained the justifications for abridging speech on signs and billboards and <br /> questioned whether it is a wise decision. He exp�ained the issue with <br /> distinguishing between commercial and noncommercial. He suggested sticking to <br /> objective standards of location and size that an enforcement officer can easily <br /> enforce. Further concerns expressed included wholesale exemption, government <br /> speech, amortization, political signs only displayed in election periods, too <br /> extreme with ban on construction of new billboards, and complaints about sign <br /> owners. It is a very strict sign ordinance and small business owners cannot afford <br /> expensive advertising and the sign is the main draw. He recommended referral <br /> back for revision. <br /> Randall Morrison stated that the ordinance does not treat political signs as a <br /> discreet class, but rather treats political signs as part of a larger group called non- <br /> commercial speech. He further explained the topic. <br /> HartnetUFoust to close the public hearing.
