<br />problem to a level consistent with fire fighting response <br /> <br />capabilities provided by the City of Redwood City. <br /> <br />A.2 The aforesaid local amendment is enacted pursuant <br /> <br />to the authority of Section 17958.5 of the California <br /> <br />Health and Safety Code, for the purpose of addressing and <br /> <br />meeting certain "local conditions" unique and peculiar to <br /> <br />the City of Redwood City, which are more specifically <br />described as follows: <br /> <br />(a) Many of the multi-family dwellings (i. e., apart- <br />ment houses, condominiums, etc.) constructed <br />within the City have been constructed on deep, <br />narrow lots thereby requiring greater numbers <br />of fire fighting personnel to reach living units <br />located at the rear of such developments than the <br />City has available. <br /> <br />(b) For a City of relatively small size, there exists <br />a high level of fire hazard in existing commercial <br />and industrial developments within the City corpor.i.te <br />limits and within unincorporated regions provided <br />fire protection services by the City, due to the <br />extensive use of combustible materials, flammable <br />gases and liquids and the use of highly toxic sub- <br />stances, and to the highly flammable nature of <br />certain structures, as ~~result of their age and <br />type of construction. <br /> <br />(c) Numerous flammable structures presently exist in <br />the City's corporate limits in areas with normally <br />high wind conditions. <br /> <br />(d) The City contains a relatively high number of <br />hillside single family and multi-family dwellings <br />in high fire danger areas, surrounded by brush and <br />other dense growth and response to said dwellings <br />is often impeded by narrow access roads. Additional- <br />ally, fire suppression in such areas requires <br />specialized equipment which the Fire Department <br />lacks. <br /> <br />(e) Existing within the City's corporate limits are a <br />number of fuel storage facilities (gasoline, <br />jet fuel, diesel oil, motor oil) which are not <br />isolated from other possible incompatible industrial <br />and commercial uses. <br />
