7A <br /> Page 1 <br /> R�PORr <br /> To the Honorable Mayor a�d City Councii <br /> From the Ci Mana er <br /> May 21, 2007 <br /> Sus��cT <br /> Computer Aided Dispatch software purchase. <br /> RECOMMENDATlON <br /> By motian, authorize the purchase of computer aided dispatch software with <br /> records management and mobile data teRninal field report writing capabilities <br /> fr�m Sun Ridge Systems incorporated, at the cost of $633,062, under the <br /> Cooperative Purchase Agreement af tt�e City of Foster City, Purchase Order <br /> #161139. <br /> BACKGROUN� <br /> The Pofice Department's current Lucent Technologies computer aided dispatch <br /> (CAD}, records management (RMS) and mobile data computer {MDC) software, <br /> including hardware systems were purchased through the Cops-More Federal <br /> Gran# in �ctober of 1999. !n 2001, Lucent Technologies divested itself of this <br /> software product and it was purchased by a much smatter software vendor. <br /> Since that time, this vendor has supported the product anly through basic <br /> maintenance and has affered no significant ar worthwhile upgrades. Rdditionally, <br /> the vendor has reduced its staffing to a core of approximafiefy four employees <br /> and it is unciear how long software support will be avaifabte for our existing <br /> system. <br /> Staff has worlced with several deficiencies, ar bugs, in the current Lucent <br /> Technologies product. These software "btrgs" cause it to slow down, stop <br /> responding all together, ar lose information. The vendor is unable to address the <br /> deftciencies to stabilize operations. The slow dawns or outages increases <br /> response times for citizens and workioads for staff. The software suite lacks <br /> in#egrated databases causing staff to en#er informa#ion at least twice (in some <br /> ins#ances up to four times)for each o�cer or citizen request for service. <br /> Accurate data retrieva! from the cuRent system is probtematic. it does not allow <br /> fior timeiy rec�gnition and tracking of crime trends. A specialfy trained staff <br /> member is now required to access data and praiuce crime maps and reports. <br /> This is done on a monthly basis as it can take more than two days to compile the <br /> information. Our ability to rapidly deploy resources to address ident�ed <br /> problems or trends is greatly diminished. The current CAD, RMS, MDC and <br /> report writing software systems have proven unreliable. They do not satisfy the <br /> current and future needs o#the Police Departmen#. <br />
