An Environmntal Impact Report ("EIR") prepared by Environmental Impact Planning Corporation of San Francisco, California, in two volumes entitled, respectively, "Final EIR and Response to Comments" and "Technical Appendices", both of which are dated September 22, 1981 was certified as the completed final EIR for the proposed General Plan Amendment by the Planning Commission on September 22, 1981. C. The proposed General Plan Amendment, after revision by the proponent, was approved by the Planning Commission after public hearing duly noticed, and forwarded by said Commission to this Council under report dated March 18, 1982 (the "Planning Commission Report of 3/18/82") with the recommendation that said General Plan Amendment (as revised) be adopted as set forth in "Exhibit A" hereof. D. This Council held a duly noticed public hearing on the proposed General Plan Amendment which commenced on April 26, 1982 and was continued to and closed on May 3, 1982, at which hearing all persons interested in the matter were heard or afforded an opportunity to be heard thereon. E. This Council has reviewed and considered the information contained in the aforesaid EIR; the Planning Commission Report of 3/18/82; the testimony, both oral and documentary, made and submitted at the public hearing on the proposed General Plan Amendment; and all other matters deemed material and relevant to the proposed General Plan Amendment. F. Changes or alterations have been required in, or incorporated into the proposed General Plan Amendment (hereinafter in this Resolution sometimes referred to as the "Project") which mitigate or avoid the significant environmental effects of the Project as follows (Page references are to Vol. I of the EIR unless otherwise indicated; summarized or partial references to mitigation measures hereinafter shall not be deemed a limitation upon the intent of this Council that full compliance with such measures set forth in the EIR shall be a condition of the approval of the Project): (1) Geotechnical effects associated with the Project shall be mitigated and reduced to an acceptable level by preparation and implementation of an erosion control plan, construction schedule, and appropriately planned sequence of operations developed prior to construction (Pp. 40-41). (2) Hydrological effects shall be reduced to an acceptable level through dike improvement and repairs, construction of storm water drainage facilities, preparation and implementation of a storm water runoff plan, and preparation and implementation of a channel 2 9131
