<br />hereof is and was proposed by South Shores, Inc., as owners <br />of the lands therein referenced. <br /> <br />B. An Environmntal Impact Report ("EIR") prepared by <br />Environmental Impact Planning Corporation of San Francisco, <br />California, in two volumes entitled, respectively, "Final <br />EIR and Response to Comments" and "Technical Appendices", <br />both of which are dated September 22, 1981 was certified <br />as the completed final EIR for the proposed General Plan <br />Amendment by the Planning Commission on September 22, 1981. <br /> <br />C. The proposed General Plan Amendment, after revision <br />by the proponent, was approved by the Planning Commission <br />after public hearing duly noticed, and forwarded by said <br />Commission to this Council under report dated March 18, 1982 <br />(the "Planning Commission Report of 3/18/82") with the <br />recommendation that said General Plan Amendment (as revised) <br />be adopted as set forth in "Exhibit A" hereof. <br /> <br />D. This Council held a duly noticed public hearing <br />on the proposed General Plan Amendment which commenced <br />on April 26, 1982 and was continued to and closed on May 3, <br />1982, at which hearing all persons interested in the matter <br />were heard or afforded an opportunity to be heard thereon. <br /> <br />E. This Council has reviewed and considered the <br />information contained in the aforesaid EIR; the Planning <br />Commission Report of 3/18/82; the testimony, both oral and <br />documentary, made and submitted at the public hearing on <br />the proposed General Plan Amendment; and all other matters <br />deemed material and relevant to the proposed General Plan <br />Amendment. <br /> <br />F. Changes or alterations have been required in, or <br />incorporated into the proposed General Plan Amendment <br />(hereinafter in this Resolution sometimes referred to as <br />the "Project") which mitigate or avoid the significant <br />environmental effects of the Project as follows (Page <br />references are to Vol. I of the EIR unless otherwise <br />indicated; summarized or partial references to mitigation <br />measures hereinafter shall not be deemed a limitation upon <br />the intent of this Council that full compliance with such <br />measures set forth in the EIR shall be a condition of the <br />approval of the Project): <br /> <br />(1) Geotechnical effects associated with the Project <br />shall be mitigated and reduced to an acceptable <br />level by preparation and implementation of an erosion <br />control plan, construction schedule, and appropriately <br />planned sequence of operations developed prior to <br />construction (Pp. 40-41). <br /> <br />(2) Hydrological effects shall be reduced to an <br />acceptable level through dike improvement and repairs, <br />construction of storm water drainage facilities, <br />preparation and implementation of a storm water runoff <br />plan, and preparation and implementation of a channel <br /> <br />2 <br /> <br />9131 <br />
