<br />infeasible. <br /> <br />(7) Noise effects of the Project shall be <br />reduced to an acceptable level through the <br />implementation of noise control programs during <br />construction, the preparation and implementation of <br />a noise analysis and program for residential portions <br />of the Project located between the 55 and 60 CNEL <br />contours, implementation of an information program <br />regarding purchase of residential units between the <br />55 and 60 CNEL contours, and the establishment of <br />avigation easements over properties within aircraft <br />takeoff, landing and traffic patterns in the <br />vicinity of the San Carlos Airport (Pp. 113-114). <br /> <br />(8) Energy consumption effects of the Project <br />shall be reduced to an acceptable level through <br />compliance with State and/or other pertinent <br />regulations governing conservation standards for <br />construction and use of solar energy, and through <br />implementation of specific building design, building <br />layout, ventilation, heating and air conditioning, <br />lighting, hot and cold water facilities, operation <br />and maintenance measures, and transportaion measures <br />set forth in the EIR (Pp. 118-120). <br /> <br />(9) The effect of wastewater flows from the Project <br />shall be mitigated and reduced to an acceptable level <br />through expansion of wastewater treatment plant facilities <br />funded in whole or in part by the Project proponent or <br />the construction of other acceptable alternative <br />treatment facilities (Pp. 128-129). <br /> <br />(10) Effects resulting from recreational uses associated <br />with the Project shall be reduced to an acceptable level <br />through implementation of land use plans harmonious with <br />wildlife habitat in close proximity to the Project <br />including buffer zones, area patrols, and provision <br />for public access (P. 138), and the construction of <br />a moat protective of wildlife (Planning Commission <br />Report of 3/18/82 - Staff Report of 2/2/82). <br /> <br />(11) Effects upon archeological resources, if any, <br />in the Project area shall be reduced to an acceptable <br />level through the use of an archeological survey prior <br />to development (P. 139) and implementation of a plan <br />protective of archeologically significant matters, if <br />any, based upon such survey. <br /> <br />(12) Visual effects of the Project shall be reduced <br />to an acceptable level through the implementation <br />of a design review program to insure that structures <br />proposed in the vicinity of State Highway 101 shall be <br />compatible in scale with buildings westerly of said <br />Highway, and that significant similarities in building <br />mass and height shall be avoided so as to create an <br />harmonious transition in structures from area to area <br /> <br />4 <br /> <br />9131 <br />
