<br />of this charter or of general law shall be known as special <br />municipal elections, and shall be held substantially as in <br />this charter provided for general municipal elections; provided <br />however, that special elections to authorize municipal or <br />local public improvement or the levy of assessments therefor, <br />or to create a municipal bonded indebtedness, shall be held in <br />conformity with any general law of the state relative thereto <br />under which any such proceeding is instituted by the Council, <br />in case such general law provides for the proce~ure and manner <br />of holding elections thereunder. <br /> <br />"Notwithstanding the provisions of this section and of the <br />general laws of the state of California to the contrary, any <br />general or special municipal election may be conducted wholly <br />by mail upon authorization of the Council." <br /> <br />(b) Said Charter amendment proposal shall be submitted to the <br /> <br />electors of the City of Redwood City at the General Municipal Election <br /> <br />to be held in the City on April 13, 1982, in the form of a proposal <br /> <br />to amend said Charter by amending Section 4 thereof. On the ballots <br /> <br />and on the voting machines to be used at said election, in addition <br /> <br />to all other matters required by law to be printed thereon, shall <br /> <br />appear the following: <br /> <br />PROPOSTION B: Shall section 4 of the Charter of <br />the City of Redwood City be amended to <br />authorize the City Council at its discretion to conduct <br />general and special municipal elections by mail ballot? <br /> <br />SECTION 5. <br /> <br />(a) The Council of Redwood City hereby proposes, <br /> <br />on its own motion, to amend the Charter of the City of Redwood City <br /> <br />by amending Section 9 thereof to read as follows: <br /> <br />"SECTION 9. THE COUNCIL: <br /> <br />"The Council shall be comprised of seven councilmen, including <br />the Mayor, and shall be the legislative body of the city, each of <br />the members of which, including the Mayor, shall have the right <br />to vote upon all questions before it. <br /> <br />"Councilmen shall be elected at each general municipal <br />election and shall hold office for the term of four years from <br />and after the Monday next succeeding the day of such election <br />and until their successors are elected and qualified. The <br />councilmen in office at the time of this charter taking effect <br />shall continue in office until the end of the terms for which <br />they were respectively elected. <br /> <br />"Any vacancy occurring in the Council shall be filled by <br />appointment by the remaining councilmen; but in tht~ event that <br />said remaining councilmen fail to fill such vacancy by appoint- <br />ment within 60 days after vacancy occurs, they must immediately <br />cause an election to be held to fill such vacancy; provided, <br />however, that any person appointed to fill such vacancy shall <br /> <br />-5- <br />
