of this charter or of general law shall be known as special municipal elections, and shall be held substantially as in this charter provided for general municipal elections; provided however, that special elections to authorize municipal or local public improvement or the levy of assessments therefor, or to create a municipal bonded indebtedness, shall be held in conformity with any general law of the state relative thereto under which any such proceeding is instituted by the Council, in case such general law provides for the proce~ure and manner of holding elections thereunder. "Notwithstanding the provisions of this section and of the general laws of the state of California to the contrary, any general or special municipal election may be conducted wholly by mail upon authorization of the Council." (b) Said Charter amendment proposal shall be submitted to the electors of the City of Redwood City at the General Municipal Election to be held in the City on April 13, 1982, in the form of a proposal to amend said Charter by amending Section 4 thereof. On the ballots and on the voting machines to be used at said election, in addition to all other matters required by law to be printed thereon, shall appear the following: PROPOSTION B: Shall section 4 of the Charter of the City of Redwood City be amended to authorize the City Council at its discretion to conduct general and special municipal elections by mail ballot? SECTION 5. (a) The Council of Redwood City hereby proposes, on its own motion, to amend the Charter of the City of Redwood City by amending Section 9 thereof to read as follows: "SECTION 9. THE COUNCIL: "The Council shall be comprised of seven councilmen, including the Mayor, and shall be the legislative body of the city, each of the members of which, including the Mayor, shall have the right to vote upon all questions before it. "Councilmen shall be elected at each general municipal election and shall hold office for the term of four years from and after the Monday next succeeding the day of such election and until their successors are elected and qualified. The councilmen in office at the time of this charter taking effect shall continue in office until the end of the terms for which they were respectively elected. "Any vacancy occurring in the Council shall be filled by appointment by the remaining councilmen; but in tht~ event that said remaining councilmen fail to fill such vacancy by appoint- ment within 60 days after vacancy occurs, they must immediately cause an election to be held to fill such vacancy; provided, however, that any person appointed to fill such vacancy shall -5-
