REPt3l7 <br />To the f~orf~ora~f~ Mayor anal City Council <br />From the Gity Ma~n'a~eir <br />June 4, 2007 <br />SueJecr <br />New stop con#rol at the intersections of Willow Street with Hancock Street, Hancock <br />Street and private driveway with Charter Street <br />RECOMMENDATEON <br />Approve, by resolution, the following locations #o be stop contro{led: (1) Willow Street at <br />Hancock Street, (2) Hancock Street at Charter Street, (3) private driveway approach a# <br />the intersection of Hancock Street and Charter Street, and authorize the City Manager <br />to erect and maintain signage as appropriate. <br />BAGKGRO!!ND <br />Currently, the intersection of Willow Street and Hancock Street is uncontrolled, a yield <br />sign exists at the intersection of Hancock Stree# and Charter Street, and a private stop <br />sign controls traffic exiting from 2485 EI Camino (Target) at Hancock Street. Please <br />see Attachment 2 which shows existing signage and proposed signage. <br />Staff attended a meeting regarding area traffic safety concerns on January 17, 2007 at <br />the request of Peninsula Interfaith Action and Second Baptist Church members. A <br />peti#ion was subsequently submitted on April 18, 2007, to request stop signs on (1) <br />Willow Street at Hancock Street, and (2) Hancock Street at Charter Street. A total of 29 <br />individuals representing 23 properties within a block of the subject intersections signed <br />the petition, including the comer properties most affected by the proposed traffic <br />controls. Earlier this month, staff notified area residents and businesses of the proposed <br />stop signs and requested that comments be returned by May 16, 2007. No additional <br />responses were received. <br />In addi#ion to the stop sign locations requested by the petition, staff recommends <br />Council declare stop contro) for (3) the private driveway exiting 2485 E! Camino which <br />forms an extension of Hancock Street at Charter S#reet. No additional signage will be <br />installed at this location. Vehicle Code Section 21360 allows the City to regulate traffic <br />and enforce those regulations at the intersection of a public road with a private road or <br />drNeway. <br />The intersections proposed #or stop control have a reasonably good safety record. fn <br />the five year period from 2001 to 2006, Police records show five accidents at the <br />intersection of Willow Street and Hancock Street and no accidents at the intersection of <br />Hancock Street and Charter Street. Although the accident history does not indicate an <br />unusually hazardous intersection, staff believes circumstances exist which warrant a <br />decision by Council to instal( stop signs pursuant to the City policy adopted in 1998. <br />Circumstances are as follow. <br />6.2C <br />Page 1 <br />
