• Recent accidents and narrowly avoided accidents reported by residents, may <br />result from drivers failing to behave as obligated by the Vehicle Code at an <br />uncontrolled intersection. <br />• Drivers may be inattentive to the yield sign currently installed on Hancock Street at <br />Charter Street. <br />Drivers exiting Target at Hancock Street may believe they are not required to stop. <br />• Area residents/businesses most likely to experience the undesirable effects of <br />increased traffic control are in support of the proposed. <br />• The proposed stop signs will not inconvenience large numbers of drivers because <br />of low traffic volume in the area. <br />• The proposed stop signs are not likely to cause measurab{e diversion of traffic to <br />neighboring local streets. <br />If Council approves the stop signs, installation may not be immediate. Staff anticipates <br />this stop sign installation may not be completed until the end of July. <br />The Council's Ad Hoc Committee on Traffic issues has reviewed and agrees with staff s <br />recommendations contained in this report. <br />AtATERNATIVES <br />Council may choose not to install the proposed stop signs. Council may recommend <br />intersection warning signs with "cross traffic does not stop" supplementary plates or <br />other similar warning signs on all four of the intersection approaches. Council may <br />direct staff to install stop signs only on Willow Street at Hancock Street. <br />FISCAL IMPACT <br />Estimated cost of signage and related pavement markings is $1,000 per stop sign. <br />Funds are available in the Fiscal Year 2006-2007 Capital Improvement Projects budget, <br />Gas Tax Construction Fund and Traffic Impact Fees, Neighborhood Traffic Calming <br />Program.
