The <br />Housing and Human Concerns Committee has put forward a specific formula for <br />discounts with respect to certain affordable housing types which will be <br />forwarded to Council for their consideration. <br />Credits -Residential developers are offered up to a 100% credit far donated <br />land and improvements that meet the City active parkland criteria. <br />Pipeline Projects - It will also be proposed that the fees will apply to all projects <br />which apply far a Tentative Map or a building perm ~ 30 days after the ordinances <br />go into effect which is 60 days after the second reading of the ordinances. <br />Next Steps <br />if the Planning Commission accepts the staff recommendations for the General Plan <br />Amendment and adopts the CEQA Negative Declaration, staff will begin another public <br />outreach process with the specifics of the in-lieu fee ordinances. Staff will present input <br />from that outreach effort and the Planning Commission recommendations to the Council <br />Finance Committee in early May 2007. We expect that the Finance Committees' <br />recommendation to the full Council will take place in June 2007. <br />ENVtRQNMENTAL REVfEW <br />A Negative Declaration was prepared per the requirements of the California <br />Environmental Quality Act (CEQA) and made available to the public for 21 days (see <br />Attachment 1). As of the writing of this staff report no written comments have been <br />received. The circulation period ran from March 14 -April 3. No environmental impacts <br />are expected as a result of the creation of a park standard and accompanying policy. <br />However, any parks funded by the dedication and in-lieu fee ordinance would be subject <br />to the appropriate site specific environmental review. <br />
