Comments by Council Members also included sewer replacement; clarification of <br />pedestrian design; and Mayor Pierce and Council Member Aguirre specifically <br />spoke about a workshop they attended on permeable sidewalks, the conflict <br />between trees and sidewalks and the possibility of exploring a pilot program. <br />City Manager Everett stated that Council will see more information on this at their <br />second upcoming budget meeting. <br />M/S Pierce/Howard to extend the meeting until 11:30 p.m. The motion passed by <br />a unanimous voice vote by those present. <br />9. PUBLIC HEARING - <br />A. The implementation of an automated red-light photo enforcement system <br />Police Department Captain Hernandez introduced Police Department Sergeant <br />Uyeda and Sergeant Uyeda presented the staff report that included survey data on <br />different intersections along Woodside Road. <br />Council Members comments and questions included the difficulties officers may <br />face during patrol and in enforcing and catching people if and when they run red <br />lights. <br />Police Sergeant Uyeda explained the difficulties of enforcement when officers need <br />to be in the right position and on the same side of the road as red light runners <br />versus traffic safety conditions. City Manager Everett stated that staff will need to <br />research what the law really demands for signage. <br />Mayor Pierce opened the public hearing. There were no public comments. <br />M/S Hartnett/Foust to close the public hearing. The motion passed by a <br />unanimous roll call vote by those present. <br />Council Members questions and comments also included questions on legality, the <br />appropriateness of the technology, being sure it is not biased against motorists, and <br />plans to inform the public. <br />In response, Redflex Marketing Director Wade Bettisworth clarified that according <br />to the California Vehicle Code, the person running system must be a police officer. <br />He stated that Redflex has over fifty systems in California, the images taken by the <br />system tell their own story, and that use of the system results in decreased <br />violations, accidents, fatalities, and increases in people obeying traffic laws. <br />JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD AND <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES <br />APRIL 23, 2007 <br />PAGE 13 <br />
