SPECIAL ORDERS: <br />Proclamation and Poster Contest -Water Awareness Month <br />Mayor Pierce read the proclamation while Vice Mayor Foust, assisted by PWS <br />Superintendent Rosas, distributed the awards to the students. <br />Proclamation and Presentation -Landscape Irrigation Efficiency/Recognition <br />Mayor Pierce read the proclamation and presented the awards with assistance of Vice <br />Mayor Foust. <br />7. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY <br />COUNCIL/REDEVELOPMENT AGENCY BOARD <br />Terri Slaughter, Program Manager for Center for Independent Living, thanked Council <br />for supporting the home accessibility program. The Center appreciates and looks <br />forward to continued support from the City of Redwood City. <br />Joe Webb referred to a report he had provided to the City Council on April 30 and <br />stated that no crime statistics by race are available to the public in Redwood City. He <br />read from the Hispanic Report various findings stated (report on file). <br />Bill Johnson owns seven apartment buildings and 275 apartment units in Redwood City. <br />He stated the ongoing problem of a lack of recycling program for apartment buildings. <br />He explained that his family implemented a program last June where they were their <br />own garbage company. They moved all of their garbage, purchased their own garbage <br />cans, moved the garbage cans to one location, and reduced the garbage from what <br />was covering 275 units to the garbage equivalent of 56 units. The garbage was moved <br />to one complex and sorted. He was then told by the City that it unlawful to transport <br />garbage within the city limits. He started a new program by placing dumpsters at each <br />location, with an employee who goes around, sorts the garbage placing it in the <br />dumpster, recycling gets grouped and transported to the recycling facility. He stated <br />that he recycles about 30 cubic yards a week, equal to 1-1/2 tons, that otherwise would <br />go to the landfill. He was then told that he cannot transport the recyclables. He further <br />inquired if the City could pursue this issue to modify <br />Erin Lucien referred to a draft sanctuary resolution copy obtained from the City Clerks <br />Office, stating he observed a number of signature abnormalities in the petition attached <br />to the draft resolution. He stated that approximately 266 signatures were not Redwood <br />City residents but his concerns were directed at "fraudulent" signatures, those names <br />signed by someone other than the signatory.
