The motion passed by a unanimous voice vote by those present with Councit Member Ira absent. MINUTE ORDER 07-097 7. PUBLIC HEARING - A. Water Capacity Charge to support increased reliability of the water supply Vice Mayor Foust, Chair of the Council Utilities Committee, introduced the topic thanking staff. She cited key point of the staff recommendation and stated that the system is designed to spread the equity across the community. Senior Civil Engineer Le explained the proposal in more detail. Mayor Pierce opened the public hearing. There was no public comment. M/S FoustJHoward to close the public hearing. The motion passed by a unanimous voice vote by those present. Recommendation: M/S Hartnett/Howard to: (1) approve, by resolution, the amendment of Attachment Q to the Engineering Standards for the City; and (2) introduce an Ordinance to establish a Water Capacity Charge, which requires amendment of the City Ordinance, Chapter 38, Water System Regulations, to add Section 38.15, Water Capacity Charge.
