The direction of approach and departure for the project will be based on <br /> existing travel patterns and adjacent land uses. The project-generated trips will be <br /> assigned to intersection turning movements based on the directions of approach and <br /> departure. <br /> <br /> Task 4- Existing Plus Approved Developments Conditions (With and Without <br /> Project): Fehr & Peers will obtain from Redwood City an updated list of approved <br /> and pending projects which may be completed in the near ter~ Traffic from these <br /> proposed developments will be assigned to the roadway network in the project <br /> study area. The 2000 Highway CaImcity Manual intersection analysis methodologies <br /> will be employed to assess conditions at each of the study area intersections. <br /> <br /> This task also includes an assessment of traffic conditions with the addition of <br /> project traffic in the near term scenario. Project traffic from Task 3 will be added to <br /> each of the study area intersections. Fehr & Peers will then conduct operational <br /> analyses at each of the intersections to determine if the addition of project traffic <br /> degrades the operation of any of the intersections. <br /> <br /> Task S - Ctmurlatlve Conditions (With and Without Project): The cumulative <br /> traffic conditions will only include proposed developments that would be <br /> completed outside the near term condition~ Given the geographic nature of <br /> Redwood Shores, no additional through traffic will be assumed. Fehr & Peers will' <br /> assess conditions at each of the four study area intersections during the Cumulative <br /> Without Project Condition. Project traffic will then be added to Cumulative traffic <br />-- volumes to develop Cumulative With Project volumes. Fehr & Peers will report <br /> operational conditions at each of the study area intersections. <br /> Task 6 - Project Impacts & Mitigation: Fehr & Peers will apply Redwood City's <br /> significance criteria to determine if the project negatively impacts any of the study <br /> area intersections. According to these significance criteria, an impact occurs if: <br /> <br /> ·Project traffic increases the Level of Service (LOS) at an intersection from D <br /> to E or F, or <br /> <br /> · Project traffic worsens conditions at an intersection that currently operates at <br /> LOS E or F <br /> <br /> if the addition of project traffic causes a significant impact, Fehr & Peers will <br /> develop appropriate mitigation for each of the impact intersections. <br /> <br /> Task 7 - Site Access, Circulation and Parking: This task will evaluate the project <br /> site plan for vehicle, bicycle, pedestrian, and emergency vehicle access and <br /> circulation. Driveway operations and the project's connectivity to existing and <br /> planned off-site transportation fadlities (e.g., bike lanes and paths, pedestrian walks, <br /> transit routes) will also be evaluated. Another element of this task will be a peer <br /> review of the parking estimates prepared by ABA. <br /> <br /> <br />
