<br />RE!PORT <br /> <br />6.11 <br />Page 1 <br /> <br /> <br />June 25, 2007 <br /> <br />SUBJECT <br />Agreement Designating San Mateo Community College District as Lead Agency for <br />Canada College Faculty/Staff Housing Project <br /> <br />ReCOMMENDATION <br />Approve by motion an agreement designating the San Mateo Community College <br />District as Lead Agency for the purpose of conducting environmental review of their <br />proposed faculty/staff housing project at the Canada College campus in accordance <br />with the California Environmental Quality Act (CEQA) (Attachment 1). The City of <br />Redwood City, as well as the Town of Woodside and the San Mateo County Local <br />Agency Formation Commission (LAFCo) will act as Responsible Agencies. <br /> <br />BACKGROUND <br />The San Mateo Community College District is proposing to develop 60 units of multi- <br />family housing on the Canada College campus for District faculty and staff members. <br />The project site consists of an approximately 3.3 acre parking lot which is currently <br />located within the Town of Woodside's boundary. The Town of Woodside does not have <br />a multi-family zoning designation or sewer capacity to support the proposal. Therefore, <br />the College District is seeking to amend the associated city limits boundary so that this <br />site will be located within the City of Redwood City. Woodside's Town Council has <br />conceptually approved the boundary change. <br /> <br />The project review process will involve four main agencies as well as additional special <br />districts. The agencies include the Community College District, the Town of Woodside, <br />San Mateo County LAFCo, and the City of Redwood City. The Community College <br />District and the City of Redwood City both have a substantial claim to act as Lead <br />Agency for the purpose of conducting environmental clearance for all of the <br />discretionary actions that the various agencies will need to make. Redwood City <br />Planning and City Attorney staff have determined that in this case, it is most appropriate <br />for the District to act as the Lead Agency. Staff has prepared an agreement that the <br />District will consider the week of June 11 th. The agreement documents the <br />responsibilities of the lead agency and summarizes the sequence of discretionary <br />review by the other agencies as well as maintains the City's right to review the scope of <br />work and the administrative draft environmental documents, which are anticipated to <br />consist of an Initial Study and a Negative Declaration. At this time, the City Council's <br />consideration of this proposal is limited to whether or not they wish to enter into this <br />agreement and refer the Lead Agency responsibilities to the District. In the future, after <br />the Planning Commission's review, the City Council will consider this proposal with <br />respect to a boundary change, pre-zoning the site, and possibly a General Plan <br />Amendment. An initial design review meeting is scheduled for June 12th before the <br />City's Architectural Review Committee for the purpose of obtaining early direction for <br />the project design. <br />
