' <br /> <br />To the Honorable Mayor and City Council <br />From the City M,anag,er <br /> <br />June 25, 2007 <br /> <br />SUBJECT <br />Amendment to the City of Redwood City's Classification Plan <br /> <br />RECOMMENDATION <br />Amend the City's classification plan to add the new classifications of Communications <br />Supervisor and Records Supervisor in the Police Department <br /> <br />BACKGROUND <br />In 1988, Redwood City Police Department eliminated the Records Supervisor and <br />Communications Supervisor positions and began to utilize a single manager <br />(Administrative Services Manager) for both Records and Communications. Over time, this <br />arrangement has proven to be problematic because both Records and Communications <br />require a high degree of specialized knowledge that is difficult for one manager to possess <br />and the scope of work has increased significantly, <br /> <br />In Communications, a supervisor must be fully aware of police officer safety issues as well <br />as rapidly evolving technological issues associated with the position, while in Records, <br />State Department of Justice rules, regulations and confidentiality requirements must be <br />fully understood and adhered to. <br /> <br />Additionally, the Department will soon be adding a new Computer Aided Dispatch and <br />Records Management System previously approved by City Council. Without a strong <br />manager in both Records and Communications, implementation of this comprehensive <br />system will be much more difficult. <br /> <br />~The department and Human Resources worked closely together to determine the best <br />approach to address the operational impact to communications and records and ensure <br />that the foreseeable needs of the department are met. It was determined that the current <br />structure no longer meets the departments needs. In order to meet the foreseeable needs <br />of the department, improve operations, ensure that supervision needs are met, and <br />achieve greater efficiency, a new structure would be necessary. As such, it is <br />recommended that the current class of Administrative Services Manager be replaced with <br />two new classifications of Communications Supervisor and Records Supervisor. This <br />would allow for functions and responsibilities to accurately reflect the current and future <br />operational practices and supervisory needs of the department. <br />
