6.3A
Page 2

The new class of Communications Supervisor will be primarily responsible for coordinating
the activities of the Police Departmenfs dispatch center and the Records Supervisor will
be primarily responsible for planning and directing the activities of the records section of
the Police Department.

Attached for your review are job descriptions of the new classifications of Communications
Supervisor and Records Supervisor (see attachments 1 and 2.)

A classification and salary analysis of comparable Bay Area cities was conducted. The
analysis revealed that a separate non-sworn manager for both Records and
Communications is the industry standard and essential for optimal service -delivery. In
addition, an internal analysis of existing classifications was also conducted. The analysis
provided the basis for the proposed salary range of $5,935 to $7,043 per month for the
classification of Communications Supervisor and the proposed salary range of $5,557 to
$6,746 per month for the classification of Records Supervisor.

ALTERNATIVES
The council could take no action and advise staff to find other means to ensure that
operational needs are met. This alternative would impact the implementation of new
technology which was previously approved by council and result in supervision and
operational needs not being adequately met.

Council could also advise staff to conduct further research and come up with another
recommendation.

FISCAL IMPACT
The change in structure would result in an increased. salary and related benefits costs of
$88,141 annually.

fd~~
Bob Bell --
Human Resources Director

~

Ed Everett
City Manager

ATTACHMENTS
1.
