Recommendation: <br />M/S Foust/Ira to approve the FY 07 -08 Annual Action Plan and authorizing the City <br />Manager to execute and file documents related to the Annual Action Plan for <br />submittal to the U.S. Department of Housing and Urban Development, with the <br />exception of Items 14, 15, and 24 of the HHCC Funding Recommendations. Motion <br />to include clarification of the definition of "citywide" in the Plan. The motion passed <br />by a unanimous roll call vote. (404) <br />Council Member Aguirre left the dais due to her position on the Board of Shelter <br />Network. <br />M/S Hartnett/Bain to approve Items 14, 15, and 24 (Shelter Network). The motion <br />passed by a majority roll call with Council Member Aguirre recusing due to a <br />conflict of interest in with her position on the Shelter Network Board. <br />RESOLUTION 14777 APPROVING ANNUAL ACTION PLAN OF THE CONSOLIDATED <br />PLAN (2005 -2010) AND APPLICATION FOR FEDERAL ASSISTANCE (COMMUNITY <br />DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP FUNDS); <br />CERTIFYING THAT THE CITY HAS FOLLOWED ITS ADOPTED CITIZEN <br />PARTICIPATION PLAN AND AUTHORIZING EXECUTION AND FILING OF ALL <br />DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2007 -2008) <br />Council Member Aguirre and City Manager Everett returned to the dais. <br />10. MATTERS OF COUNCIL INTEREST — <br />A. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletin No. 14 -2007, 15 -2007, and 16 -2007. Council may direct staff <br />to act on positions taken by Council. (Copies of League of California Cities Priority <br />Focus available in City Clerk's Department). <br />B. Mayor Pierce — South Bay Saltponds Restoration environmental impact review <br />(EIR) report is available for comment and the Port of Redwood City sent a response <br />to Refuge Manager Clyde Morris encouraging the use of appropriate dredge <br />materials from the Port as part of the Plan. A description of the collaborative process <br />the City is involved in with the restoration at Bair Island was provided with <br />encouragement to apply similar benefits at the South Bay site.
